We are recruiting a Programme Controller for Sapienza to work on our Customers Site (ESA-ESTEC) who will provide key support to the Fixed Asset coordinator including but not exclusive to:

Responsibilities

  • Lead the mid-year and EoY closure process for Fixed Assets for HRE
  • Performing the necessary controls to ensure that HRE fix assets process is auditable
  • Managing the FA structure in HRE
  • Approving fixed assets (FA) master data requests for off-the-shelf FA purchases
  • Approving the scrapping/disposal/transfer/acceptance of FA
  • Setting up and implementing FA labelling campaigns
  • Initiating and performing physical checks of Directorate FA, in coordination with the Finance Accounting and Fixed Asset Section (HIF-FAA)
  • Acting as contact point for accounting-related information on FA within the Directorate
  • Acting as contact point for the FA accounting manager for fixed assets and assets-under-construction issues, including provision of HRE FA data for the yearly closure of accounts
  • Acting as contact point for questions related to FA matters raised by the Audit Commission, in coordination with the Accounting Division (HIF-FA);
  • Reviewing of FA Decision Cards and Reviewing all HRE WBS eligible to FA capitalisation (including internal settlement rules)
  • Maintaining HRE FA database and interfacing with the Agency’s ERP system, including implementation of asset transfers.

 

The program/project controller will support the HRE Manpower Contract Technical Officer on the day to day activities in particular:

 

  • Preparation of Request for Tender (RT) presenting the Services proposal to the Technical Responsible(s) and the Contract Officer(s) supporting the recruitment process and assisting in evaluating CVs of proposed candidates contract coordination activities with the ESA Contract Officers
  • Support the interview process for MAS contractors e.g. by preparing the list of contractors, the schedule of interview(s), meeting room reservation(s), security entries, accompanying contractors, staff etc.
  • Preparation of new contract / contract changes as documents, perform their implementation in esa-p (create contract/Contract Change Notice (CCN)/Work Order (WO) ) and insure the correctness of the process by carrying out reviews on Statement of Work, deliverables and KPI
  • Prepare financial input for CCNs based on companies PSSA for CO and review correctness of CCNs for finalization
  • Complete the consolidation of all manpower contracts (e.g. end of year, contract closure/modification, ad-hoc actions)
  • Updating and verify the completeness of the data to the relevant databases such as THREAD with contractor information (Manpower Assignment-MAS, Service) and HRE database(s) (HRE contractorsworkforce database) and closely monitor their evaluation
  • Lead the end of year EFC2 reconcilliation exercise as well as support the hard closure exercise
  • Prepare and provide several reports on contracts (e.g. status of contracts vs budget, amount committed, accrued, invoiced, etc) and also ad-hoc reports and analyse trends and deviations
  • Participate to the ESTEC Frame Contract Operations Board to provide HRE inputs in agreement with and HRE-P and HRE-PS management

In addition, following activities will be requested:

  • Prepare information and reporting for managerial accounting issues. Were required prepare reports on budgeting vs actuals, review of costs and workforce data and analyses of deviations
  • Support in the preparation of presentations e.g. for workforce, managerial reports
  • Support the ESA HRE Time recording activities where required incl. excess hours, launch campaigns and special working arrangements etc.
  • Suggest improvements in HRE-PS processes and tools e.g. workforce database, dashboard, datalake, IPCDB, esaplan etc

Profile

  • Master’s Degree in Finance, Engineering, Legal or similar field
  • At least 04 years of relevant work experience
  • Experience within multicultural and international environments
  • Professional experience in fixed asset processes or asset controller preferably at agency or industry level.
  • Experience in another function in finance, controlling and auditing will be considered a key asset.
  • Some knowledge and/or understanding of space/ESA systems architecture will be considered an asset
  • Knowledge of procurement process
  • Strong problem solving and result driven approach
  • Strong ability to work independently and within group
  • Very good communication and writing skill since the position is interfacing Managers
  • Ability to work under short delivery notice on multiple related activities
  • Very good knowledge of excel and word
  • Good knowledge of esa-p and other ESA ERP tools is an asset
  • Good knowledge of the THREAD tool is an asset
  • Fluent in English; knowledge of another ESA member-state language is an asset
