  • Statement of Work:
  • NHQC3S CYBER ADAPTATION CONTRIBUTION SUPPORT
  • INTRODUCTION:
  • NHQC3S plays direct role in supporting governance entities for all three (political, military, and technical) perspectives of NATO’s approach to cyberspace. This includes oversight and coordination of activities in context of Cyber Defence Action Plan, implementation of NATO’s vision and strategy for cyberspace domain, cryptographic modernisation and transformation efforts, technical coherence of cyber defence capability development, development and maintenance of NATO’s CIS Security technical directives, governance and management of NATO’s identity management and public key infrastructure, etc.
  • NATO is undergoing major adaptation of its overall approach to cyber security. NHQC3S contributes to this effort by providing prominent member of Core Staff Team, with perfect knowledge of NATO environment, as well as experience in senior level management of NATO’s cyber defence and cyber security efforts. NCI Agency is tasked to provide appropriate expertise for NHQC3S’ contribution to NATO’s cyber adaptation efforts
  • In order to execute this work, NCI Agency is seeking additional manpower through contracted resources to support work undertaken by NATO Cyber Security Centre (NCSC) Service Line in the area. This Statement of Work (SoW) specifies required skillset and experience and expected deliverables
  • DELIVERABLES / MILESTONES:
  • Contracted individual must be able to perform effectively and efficiently with minimal supervision and be able to professionally liaise directly with senior C3S stakeholders. There are various work strands in context of NATO’s cyber adaptation, and incumbent is expected to play a leading role in several of them
  • While specific tasks may vary, incumbent is required to deliver quarterly progress and performance reports, detailing activities conducted during reporting period. Following deliverables are required by dates below:
  • D1: Quarterly Progress and Performance Report on activities for Cyber Adaptation Task Force:
  • Quarter 1 Progress and Performance report. (25% payment following successful acceptance of report, 31 March 2021)
  • Quarter 2 Progress and Performance report. (25% payment following successful acceptance of report, 30 June 2021)
  • Quarter 3 Progress and Performance report. (25% payment following successful acceptance of report, 30 September 2021)
  • Quarter 4 Progress and Performance report. (25% payment following successful acceptance of report, 31 December 2021)
  • WORK EXECUTION:
  • Work will be executed on-site primarily at NATO HQ with meetings occasionally required in support of work as per D1
  • Candidate shall provide summary per milestone of work done to Project Manager, which, together with C3 Staff leadership feedback will function as the basis for approving payments linked to milestones as mentioned under 2
  • TIMELINES:
  • Duties of contractor are required for period starting 15 February 2021 through 31 December 2021
  • TRAVEL
  • No other travel than within Belgium is currently foreseen in this contract

Profile

  • Required Security Clearance: NATO SECRET
  • More than 6 years of experience as mid/senior level cyber/information security manager leading cyber security teams addressing technical, military, as well as policy aspects of cyber security at multinational environments
  • In-depth understanding and expert knowledge of implementing cyberspace as military domain of operations, spanning entire Doctrine, Organisation, Training, Material, Leadership, Personnel, Facilities, and Interoperability (DOTMLPFI) spectrum
  • Expert knowledge and experience in traditional operational domains of air, land, and sea, in order to establish and refine their interactions with cyberspace domain from a joint perspective
  • Familiarity with technical, operational, and political aspects of cyberspace governance within North Atlantic Treaty Organisation
  • Proven track record of establishing knowledge management frameworks, platforms, and systems in field of cyber / information security
  • Excellent writing and communication skills
  • Desirable Qualifications:
  • Intimate knowledge of and direct experience with technical, operational, and political aspects of cyberspace governance within North Atlantic Treaty Organisation
  • Background as senior military officer, in one of NATO’s four recognized operational domains (air, land, sea, cyberspace)
  • Contract requires continuous interaction with NATO Action Officers in field of Information Assurance and Cyber Defence, therefore involving on-premise work to most extent
  • Expert knowledge of cyber threats management processes
