Sapienza Consulting is recruiting a Snr Sys Engineer PIB to join NATO – NCIA, at The Hague, South Holland, Netherlands

Responsibilities

Represent NCIA during daily work at the different installation sites as directed and delegated by NCIA;

  • Monitor the project implementation status and the Contractor/Subcontractor activities at the installation Site
  • Support and assist NCIA to conduct Site Surveys
  • Support and assist NCIA to conduct Site Verification Inspection (SVI)
  • Support and assist NCIA during the Delivery Hardware on Site (DHS) to check the equipment delivered to the different sites
  • Participate in Pre and Post Installation Inspections
  • Monitor Hardware installation/integration activities and participate in progress meetings to coordinate the hardware installation / integration activities
  • Support and assist NCIA during Hardware installation Checkouts
  • Participate in and support NCIA during Safety and TEMPEST Inspections
  • Participate in and provide support to NCIA during site tests activities
  • Support and assist NCIA to conduct Site Compliance Inspection (SCI)
  • Assist NCIA Project Manager on the site-specific implementation aspects
  • Assist NCIA Project Manager in the administrative tasks (site access, meeting organization)
  • Liaise with the Contractor Site Leaders and the respective NCIA Project/Site Managers
  • Participate in technical interchange meetings and act as NCIA representative as directed and delegated by NCIA
  • Review the Contractor provided documents (e.g. CDRLs, Meeting Minutes) and provide review reports/responses/comments when requested by NCIA
  • Provide assistance and support (coordination with the Contractor/Subcontractor and the Host Nation) during the interface integration activities with external sites
  • Coordinate all Purchaser site activities with the respective Host Nation
  • Provide timely reports as well as raise any serious issues to NCIA Project Manager
  • Contribute during pre-contract negotiations, preparation, and modification of contracts
  • Support the Purchase of SW Licenses
  • Support the coordination of project-related aspects within the AirC2 Programme Office & Services, with other elements of the NCI Agency, and Agency external stakeholders
  • Other duties as directed and delegated by NCIA

Profile

  • Required Security Clearance: NATO Secret
  • Essential:
  • Knowledge of NATO Air Command and Control System and associated projects and ACCS entity sites in particular
  • Knowledge of NATO and NCI Agency processes and procedures
  • Have recent experience (at least seven years) of working on the ACCS programme either in a national
  • or NATO capacity and/or in the project implementation of major C4ISR systems
  • Have been recently involved in voice/data communications engineering or have equivalent practical experience
  • Experience in installation engineering planning, monitoring and control of the implementation of military or other C4ISR systems, including JRE Equipment
  • Experience in the inspection of Air C2 systems rolled out to different sites to ensure installation requirements compliance
  • Experience in the development of installation specifications
  • Knowledge of installation standards related to TEMPEST, workmanship, general electrical/grounding (CE), H&S regulations, etc.
  • A recognized formal Project Management qualification, such as PRINCE2 Registered Practitioner or Project Management (PMP)
  • The lack of formal qualifications can be compensated by the demonstration of expertise and experience in the domain
  • Knowledge of configuration management concepts, system life cycle management and quality management
  • Be prepared to travel on temporary duty assignments
  • Have the ability to work in an international/military environment as part of the Purchaser’s team to meet NCIA’s mission objectives
  • Proven ability to work successfully with diverse stakeholders, in leading project teams, and in sponsor negotiations
  • Excellent communication and management skills and the ability to effectively communicate orally and in writing, using tact and diplomacy, with good briefing and presentation skills
  • Proven ability to work well in a team and to exercise personal authority in his/her field of activity
  • Desirable:
  • At least seven years’ experience in the management of complex C4ISR acquisition and/or development projects (typically with significant business, political,
  • or high-profile impact, and high-risk dependencies) for a large organization
  • or five years’ with an advanced university degree (equivalent to Master’s)
  • Knowledge of the NATO ACCS, T(BMD) and Bi-SC AIS programs
  • Knowledge of NATO or national AirC2 capability requirements, design and support policy
  • Knowledge of NATO or national governmental acquisition policy and procurement procedures
  • Prior experience of working with military and civilian elements preferably in an international environment 
  • Military domain knowledge in relation to Command and Control of Air Operations;
  • Knowledge of NATO responsibilities and organization, including Allied Command Operations and Allied Command Transformation
  • Knowledge of NATO or national governmental acquisition policy and procurement procedures
  • Candidates must be eligible to work in the EU
