Sapienza Consulting is recruiting a Head Budget Management Office to join NATO – NCIA in Mons, Wallonia, Belgium.

Responsibilities

Responsibility to oversee compliance of financial planning and operations of organisational element within the Agencies regulations and standards.

In general terms, the Head of Business Management Officer is responsible to oversee the financial planning, revenue and cost management, as well as the timely capture, processing and presentation of financial information. To that aim, HBMO has a role to coordinate internal processes, detect and follow-up the resolution of variances, facilitate processes and advise Key Staff.

  • Participate in and support Planning and Budgeting activities in support and collaboration with COO, CFO and CPO
  • Scrutiny and validation of financial data
  • Conduct financial reviews and other financial analysis
  • Control Revenue, Cost and Investments targets/allocations and monitor execution/achievement
  • Produce financial management reports
  • Use Enterprise Business Applications (EBA) – Agency ERP – and Business Intelligence (BI) for financial management

Profile

  • The candidate must have a NATO SECRET security clearance
  • A minimum requirement of a Bachelor’s degree at a nationally recognised/certified University in a related discipline and 2-4 years post-related experience
  • Analytic skills
  • Understanding of cost accounting
  • Experience in the use of Microsoft Excel, Word and PowerPoint
  • Proven ability to communicate effectively, both orally and in writing
  • Proven ability to work under pressure in a complex environment
  • Ability to collaboratively work in a team
  • Knowledge of Accounting Standards (IPSAS, IFRS and/or IAS)
  • Good understanding of ERP systems
  • Experience of working in a customer funding environment
  • Experience in documenting/improving business processes
  • Experience in liaising with internal and external staff and ability to build relationships across the business
  • Use of Oracle R12 based ERP
  • Prior experience of working in an international environment
