Sapienza Consulting is recruiting a Change Manager (AMN TMO) to join NATO – NCIA, at Mons, Belgium.

Responsibilities

Provide Continuous Representation of the NCI Agency within the Technical Management Office (TMO) of the Afghanistan Mission Network (AMN) Secretariat. Under the direction and supervision of the Head TMO of the AMN Sec, the post holder will have the following responsibilities:

  • Monitor NCI Agency and TCN AMN-wide changes through the system, ensuring traceability of requirements, checking completeness of release documentation and test procedures, results and associated artefacts
  • Assist AMN TCN to submit Category (CAT) 3 and CAT 4 level changes to the AMN Change Advisory Board, ensuring that all documentation is collated
  • Develop and coordinate the AMN-wide deployment plan (within the AMN Forward Schedule of Change) with the AMN CAB and RSSSG taking into account in-theatre operational requirements
  • Work with the Head TMO on the assessment of the impact of NCI Agency and TCN induced changes to the AMN-wide configuration of services. Where required, engaging with SME in the operating authority of NCI Agency. Provide a presence in the AMN Secretariat for TCN representatives to consult on AMN change management issues and general systems engineering issues
  • Assist the Head TMO in the development of AMN-Wide Technical Policies
  • Under guidance of NCI Agency Service Strategy, assist in maintaining the AMN Joining, Membership and Exit Instructions
  • Analyse capability gaps as identified by the AMN Sec Operational Planning Team and to use NCI Agency SMEs to derive/propose federated solutions with the AMN TCN to meet those requirements within required timescales
  • Execute problem management with AMN TCN problem managers and in-theatre RSSSG staff, investigating, diagnosing and providing dynamic responses to issues that cannot be handled in theatre
  • Provide the AMN TCN with a technical POC embedded in the AMN Sec with immediate access to the Europe and in-theatre (RSSSG) based elements of the Operating Authority of the AMN
  • Participate in working groups, conferences, boards and meetings, as required and as directed by Head TMO.
  • The contractor will work in close collaboration with the Project Manager and other NCI Agency staff provided to, and embedded within, the AMN Sec

Profile

  • It is essential that the consultant has previous experience in change management of complex military C4ISR systems to a deployed military force. Although a deep technical understanding of specific RS C4ISR systems is not necessary, a broad understanding of military systems/services and their inter-relationships is essential, as is a good understanding of the support provided by such systems to military business processes
  • Recent experience of RS (formerly ISAF) or a similar deployed NATO operation is strongly desirable
  • Experience with use of Change Management toolsets and IT Service Management suites is highly desirable
  • Qualification or practical experience of ITIL processes in a military context is desirable
  • In lieu of a dedicated change manager, a system engineer, a requirements engineer, test engineer or military exercise CIS support expert, with previous experience in change management, may also have the required skill sets
  • The consultant is expected to work on site to normal office working hours
  • The consultant will be expected to travel occasionally to other NATO facilities (such as JFC HQ Brunssum in The Netherlands) and also national (and potentially non-NATO) facilities. When this occurs then NATO per-diem rates and allowances will apply
  • The consultant should possess the personal qualities of tact, judgment and adaptability as well as good political awareness and motivational and listening skills
  • In addition, a sense of diplomacy and propriety in order to work harmoniously with colleagues and other staff, both civilian and military, from NATO and the NATO nations, as well as with staff from private scientific/industrial organizations is needed
  • Must hold Security Clearance NATO Secret
  • Fluent business English; knowledge of another NATO member-state language is an asset
