The Challenge: To deliver high quality Monitoring and Evaluation of a range of projects, often implemented in partnerships with academic researchers and businesses working together, working alongside the project delivery teams. Reporting to the Head of Evaluation and Impact, you will be part of a close-knit dynamic team that delivers the Catapult’s PMER function, supporting strategy and delivery against our core objectives across the organisation.

Responsibilities

The Catapult is looking for a Monitoring and Evaluation Officer to support and lead the Planning, Monitoring, Evaluation and Learning (PMEL) function across a range of projects.  You will create and implement M&E plans, and conduct baseline studies and project evaluations for grant funded and commercial projects within the UK and internationally, working with industry experts, academic institutions and government departments.

You will champion theory-based and formative PMEL approaches across the organisation and help embed M&E skills and approaches into our project planning and delivery.

You will also contribute to our organisational reporting function, evidencing progress against our output and outcome targets against the three pillars of our strategy: Empowering the technology, Enabling business and Energising the market.

Profile

Essential:

  • University degree in a relevant subject (eg economics/social sciences, international development or STEM subjects).
  • Experience of working in project monitoring and evaluation preferably within an overseas development and/or a science and innovation context.
  • Experience of applying theory of change and developing logic models and log frames.
  • Excellent command of English with good verbal and written communication skills.
  • Experience of writing technical reports and case studies in English for a range of audiences.
  • A proven ability to analyse and present complex information in an accessible way.

Desired (though not essential, ability to demonstrate one or more of the following would be beneficial):

  • Masters-level degree in a relevant subject.
  • Knowledge of Official Development Assistance eligibility and M&E requirements.
  • Experience of commissioning evaluation studies and managing the work of external evaluation consultants.
  • Knowledge of quantitative and/or qualitative impact assessment methodologies.
  • Ability to use quantitative and/or qualitative evaluation software.
  • Experience of design/implementation of research studies.
  • Experience of sharing skills through providing training and/or mentoring
