Responsibilities

  • Able to articulate, verbally and in writing, expert designs, ideas, concepts and solutions
  • Responsible for the delivery of 3rd level help desk services for Operations, Exercises and Static VIDEO MCU Backbone & other NATO VIDEO conferencing Equipment;
  • Performs remote fault diagnosis at Operational, Exercises & other NATO sites using the VIDEO Management System;
  • Performs remote routine maintenance of Operations, Exercises and the static VIDEO infrastructure, management appliances and other NATO VIDEO equipment;
  • Performs the update of directory tables;
  • Performs required changes to the system documentation;
  • Perform backups and restores of VTC core devices; MCUs, Management Appliances, Session Border Controllers across a wide area network;
  • Advises on fault diagnosis throughout NATO sites utilizing a number of management platforms (e.g. Netscout, lntermapper, Splunk)
  • Coordinate with sites to implement VTC elements centralization, standardization and best practices
  • Liaise and collaborate internally throughout the NCI Agency Service Line infrastructures and to external organizations for fault rectification activities
  • Being responsible for the maintenance of Standard Operating Procedures within the VTC Cell Configuration, and evaluation, of test scenarios within NGCS Reference Facility, pertinent to the area of VTC configuration problem resolution
  • Operate provided management tools and capabilities
  • Ensure common understanding of available toolsets and method of utilization within centralized and distributed user base
  • Investigating and proposing long term solutions to encountered equipment and configuration problems.

Requirements

  • SECURITY CLEARANCE REQUIRED – NATO SECRET with caveat that contractor must receive COSMIC TOP SECRET within the next 12 months.
  • University Degree in Electrical and/or Electronics Engineering, Telecommunications, with 3 years’ post related experience, or a Higher Secondary education and completed advanced vocational training in that discipline leading to a professional qualification or professional accreditation with 5 years’ post related experience. A formal post-secondary training in IT will be considered as an asset.
  • Fluency in both spoken and written English.
  • Comprehensive knowledge of principles of command and control (C2) systems;
  • Very good working experience of/with protocols: H.323, SIP, SIPoTLS, HITP, HTTPs, SSH, Telnet DNS, SMTP, API, NTP, SNMP;
  • Worked with common monitoring solutions, e.g. CA HP, for minimum 2 years
  • Worked in a network, operation center or service desk function with customer and user contact in a minimum 3 years;
  • Practical work knowledge in network environment areas, such as VTCoIP, Serial VTC and/or VoIP;
  • Very good knowledge about Routed Network Environments and Switching Network Environments;
  • Experience in documentation of solutions, maintaining user / administration guides and step-by-step instructions;
  • Practical experience in use of modern concepts and accepted industry standards for configuration management, quality assurance and testing
  • Five years’ operation and configuration experience of Polycom VTC endpoints and MCUs;
  • Five years’ operation and configuration experience of Tandberg Cisco VTC endpoints and MCUs;
  • High level operational and configuration knowledge of VTC management appliances such as: Real Presence Resource
  • Manager, RMX MCUs, Distributed Management Application (DMA) 7000, Cisco MSE 8000
  • Five years’ experience with design, deployment and configuration of VTC solutions including MCUs, management appliances and endpoints;
  • Familiarity with VNOC applications including Centralized Scheduling tools, Call Detail Record reporting tools and automated fault identification tools;
  • Ability to configure, optimize and diagnose VTC CODECs including Polycom HDX models, Polycom VSX models, Tandberg MXP series and Cisco C series devices
  • Ability to query VTC core devices such as management appliances, MCUs, Gatekeepers and quickly resolve customer issues including: scheduling conflict or failure, missing participants, poor audio or video, dropped calls, bandwidth provisioning;
  • Proficient in utilizing Audio Video control solutions such as Crestron, Extron, AMX.
  • Ability to configure, optimize and diagnose VTC CODECs including Polycom HDX models, Polycom VSX models, Tandberg MXP series and Cisco C series devices
  • Broad experience with design, deployment, testing and evaluation of communications gateway Session Border Controller; ACME Packet, Cisco CUBE, Cisco VCS Expressway and Polycom

Desirable Skills:

  • Commercial certifications; Security+, CCNA, Polycom CVE;
  • Ability to navigate, influence and negotiate with all levels of organization, business partners, customers and users;
  • Strong communication skills and ability to be concise in both written and verbal communications;
  • Prior experience of working in international environment comprising both military and civilian elements
