Responsibilities

Post Context

  • This post is for one subject matter expert (SME) specialised in design and requirements validation/capturing, implementation and documentation, e.g. SOPs, in support of the operational NATO Core GIS instances

Background

  • NATO Core GIS is the main Geospatial Information System within NATO. It provides NATO with a portfolio of services, geospatial data, and geospatial products. NATO Core GIS supports the complete geospatial information lifecycle to ensure that all phases of military operations are conducted on same spatial reference. It addresses two main user communities: Specialised Geospatial Sections and the broad community of Functional Service (FS) users. NATO Core GIS is fully COTS based using the ArcGIS product suite from Esri in a NATO-configuration. The NATO Core GIS capability consists of:
  • Cartographic Workshop, which is a set of client-side components that allow Geo experts from specialised Geospatial Sections to create and maintain the Digital Geographic Information baselines, generate products and to publish and maintain geospatial services
  • Core GIS Server components which allow to store, process, and disseminate geospatial data through web services interfaces such as Web Map Service (WMS), Web Feature Service (WFS), Web Coverage Service (WCS), and Web Processing Services (WPS)
  • Instances of NATO Core GIS are permanently deployed on various (static) NATO locations, as well as temporarily deployed on NATO Deployable CIS equipment during exercises and other temporary NATO events. Besides, customized instances of Core GIS are deployed on platforms operated by NATO member and partner countries

Principal Duties

  • Geospatial Services Branch requires support of a GIS SME to assist in design and requirements validation/capturing of Core GIS of NATO Core GIS
  • The duties contain – but are not limited to – the following activities:

Activities resulting from this contract include, but are not limited to

  • Support to software and system related requirements documentation, briefings and verbal updates
  • Support developing system management best practices
  • Collection and documentation of the requirements
  • Compilation of the System Requirements Specification and designs as well as test and acceptance procedures
  • Support establishment and documentation of SOPs, CONOPS and doctrine level documents in the context of NATO Core GIS
  • Support the planning, implementation and acceptance of NATO Core GIS related activities
  • Support development and document Core GIS capability developments plans and strategies

Travel

  • Duties requires travel to The Hague and other NATO location in Europe to support working groups and meetings
  • Vendor furnished equipment
  • Contractor is expected to work with their own Hardware and Software to achieve the deliverables

Profile

  • Required Security Clearance: NATO SECRET
  • Master’s degree in Geoinformatics, Information Technology, Computer Science, Geography or Geographic Information Science. Education can be substituted by at least 10 years of experience in GIS requirement specification activity – Essential
  • 10+ years experience in enterprise GIS implementations – Essential
  • Professional knowledge of Esri ArcGIS server and client components and technology. Minimum 3 years of professional experience with the design, configuration, and architecture of ArcGIS components for enterprise scale GIS systems – Essential
  • Minimum 5 years of professional experience in administration of ArcGIS Server 10.x/9.3, including design and architecture – Essential
  • Minimum 3 years of professional experience with Esri ArcGIS technology and components for production and management of geospatial data, and publishing and exposing geospatial as web services on GIS servers – Essential
  • Awareness of relevant military geospatial standardization activities as well as sound knowledge on Enterprise GIS relevant standards – Essential
  • Experience in developing and documenting workflows, requirements and standard operating procedures – Essential
  • Solid understanding of NATO Command Structure, geospatial activities in NATO and NATO Core GIS – Essential
  • Professional knowledge in the area of geospatial information system and NATO geospatial business processes, including geospatial data, data formats, and map preparation – Essential
  • Solid understanding and knowledge of NATO Core GIS Incr. 3 requirements and implementation approach as well as general geospatial activities, workflows and requirements in NATO – Essential
  • Solid IT Background, proven through formal qualification – Desirable
  • Ability to travel within NATO countries in Europe to support NATO Core GIS activities at various locations to support meetings and working groups. Participation in working groups and meetings will only be executed if national COVID measures allow for it and will follow national/local restrictions
