Sapienza Consulting is recruiting a Resource Management Officer at NATO-NCIA in Mons, Belgium. It is a fixed Term Contract until December 2019.

Responsibilities

Under the direction of the HSPMO (Head Service and Programme Management Office), the incumbent will perform duties such as the following:

  • Provide direct support to HSPMO for the totality of activities for which he/she is involved in the Directorate;
  • Support the HSPMO as DSO advisor, with aspects related to the management of DSO Office, workforce planning, revenue stream analysis, workload and work capacity balance, staff recruitment or when necessary make resources assessment on behalf of DSO;
  • Support and advise the HSPMO when interacting and working in coordination with the different organisations within and outside NCIA;
  • Responsible of OLA negotiations on behalf of DSO HSPMO and supporting Service Transition activities;
  • Support the HSPMO in managing the Directorate’s Service Portfolio and programmes/projects, in accordance with NATO regulations and NCIA policies, procedures and standards;
  • Provide support on data analytics and reporting on Service and Portfolio Performance Metrics, when required;
  • Support the HSPMO in providing Directorate Service/Programme Management input into the Agency’s Service/Projects Portfolio and various Agency level business and financial plans;
  • Collection, verification and analysis of life-cycle data and information related to DSO services, programmes, projects and processes;
  • May act as Project Manager for identified projects;
  • Deputize for higher grade staff, if required;
  • Performs other duties as may be required

Profile

  • A Master’s degree at a nationally recognised/certified University in a relevant discipline and 2 years post-related experience or a Bachelor’s degree at a nationally recognised/certified University in a relevant discipline and 4 years post related experience;
  • The lack of a university/college degree may be compensated by the demonstration of a candidate’s abilities or experience that is/are of interest to NCIA Agency; that is, at least 10 years extensive and progressive expertise in the duties related to the function of the post;
  • Resource management; including the planning for and allocation of resources in organizations;
  • Proven ability to effectively communicate orally and in writing, with excellent briefing skills;
  • Knowledge of project management;
  • Elementary financial knowledge on funding streams and resource planning and levelling;
  • Foundation knowledge in ITIL;
  • Knowledge in management of CIS support services;
  • Knowledge and experience on Document Handling Systems, and a good understanding of practical applications of web technology;
  • Prior operational experience;
  • Prior experience of planning, directing and motivating staff;
  • Prior experience, of working in an international environment comprising both military and civilian elements;
  • Knowledge of NATO responsibilities and organization, including ACO and ACT Fluent in English;
  • Must to hold a NATO Secret Security Clearance;
  • Knowledge of another NATO member-state language is an asset.
  • Candidates must be eligible to work in the EU.
