Sapienza Consulting is looking for an Occupational Health & Safety Officer (OHS) with experience in Fire Prevention and Environmental Protection (FEP) to work at NSPA – NATO Support and Procurement Agency – in Luxembourg.

Responsibilities

  • Acting as interim OHSFEP coordinator across the Agency ensuring best practice is established and maintained.
  • Serving as the OHSFEP Subject Matter Expert (SME).
  • Coordinating the development and implementation of the NSPA OHSFEP management systems/plan.
  • Drawing up, issuing and maintaining NSPA OHSFEP instructions, procedures and plans.
  • Bidding for and managing OHSFEP budgetary resources to ensure compliance of OHS actions/activity.
  • Developing and delivering training programmes on health and safety issues including hazard management accident investigation, manual handling and fire safety in liaison with the NSPA Human Resources Division (HR) Senior Technician (Training) to ensure such activities are incorporated in the NSPA training plan.
  • Managing and coordinating protection and prevention actions concerning OHSFEP matters.
  • Organising and performing overall monitoring of compliance with current OHS legislation and rules, including monitoring of maintenance teams and external companies working at the Agency.
  • Recommending standards, regulations, practices and procedures to control or eliminate potential hazards and to reduce costs associated with accidents and occupational illnesses.
  • Inspecting and surveying workplaces, processes, products and systems for compliance with established NSPA OHSFEP policies/standards.
  • Performing risk assessment studies, identifying potential new hazards, developing incident reports, evaluating accident prevention measures and recommending corrective actions.
  • Liaising with internal medical staff and external OHS agencies, control bodies and authorities, e.g. the HN Inspection du Travail et des Mines (ITM) and Association d’Assurances Accidents (AAA).
  • Supervising and managing the OHS budget.
  • Developing and fostering an OHSFEP culture across NSPA.

Profile

  • A least 5 years of experience in working in occupational fields such as industrial hygienist, safety officer/engineer, bioenvironmental engineer, fire prevention engineer, health physicist, or occupational health specialist with experience in a similar position in a sizable organisation.
  • Good knowledge of related standards e.g. OHS Assessment Series 18001 (OHSAS 18001).
  • Knowledge of Risk Management techniques/processes e.g. International Organisation for Standardization 31000 (ISO 31000) and Operational Risk Management (ORM).
  • Very good knowledge of regulations governing OHSFEP in the workplace, especially as applied in NATO or similar organisations.
  • Knowledge of safety regulations, fire prevention policies and accident investigations with experience in conducting inspections and performing risk assessments.
  • Experience in conducting training sessions on OHSFEP.
  • Knowledge of information systems at end-user level with experience in using personal computers and software packages.
  • Fluent in English; Good level of French and/or German and/or Luxembourgish would be a strong advantage.
  • Possessing honesty with a positive “can-do” attitude and spirit of cooperation; ability to lead teams working together toward established objectives.
  • Possessing passion and motivation together with effective communication skills, to create a spirit of cooperation in order to build complementary interpersonal relationships with internal/external customers and stakeholders.
  • Possessing emotional intelligence/self-control to remain calm in the face of adversity/conflict while remaining flexible/adaptable to emerging requirements.
  • All NSPA personnel are expected to conduct themselves in accordance with the current NATO Code of Conduct agreed by the North Atlantic Council (NAC), and thus display the core values of integrity, impartiality, loyalty, accountability, and professionalism.
  • Holder of active NATO Secret security clearance
  • Candidates must be eligible to work in the EU.
