Their portfolio of services and technology know-how covers the entire spectrum of any satellite communication project, from market opportunity sizing and end-user requirements down to ground network development, commissioning, and operations. 
 
Our clients’ team is involved in establishing the requirements, design, capacity, performance and resource planning, verification and operation of satellite communications networks for both civil and military customers.
 
With this in mind they are expanding their team and are seeking a Government Supply Side Satcom Systems Delivery Manager who will provide expert Management and Leadership in the delivery of Secure Satcom.
 
Projects to Government/Space Prime Contractors. This is a challenging yet rewarding senior leadership position requiring both solid engineering and operations experience especially in the delivery of services.
 
Success in this role will be realised  by high quality delivery of  projects in the Government business area against our strategic growth plan resulting in further growth of business with existing and new space and defence customers.
 
This position can be remote based from your home in the South East of England.

Responsibilities

  • To ensure delivery of all our client’s Government and Defence Supply Side Satellite Communications Projects to Quality, Schedule and Budget.
  • To take responsibility for profit, loss and resourcing of development, assurance and operations projects in the Government Satcom Supply group in line with our strategic growth plan
  • To work closely with the Delivery Managers for other Workstreams as well as the company CTO and CEO to ensure Government Supply Side delivery maintains alignment with overall  technology, process and business strategy.
  • To work closely with the Government Business Development Manager in developing new customer relationships and providing input to the overall strategy for Government Supply Side Business
  • To maintain and grow existing customer relationships, for the Government Satcom supply side business.
  • To support the development of realistic technical, management and financial proposals for Government Supply side Satcom business
  • To deliver high quality support to Government Satcom programmes through application of practical Systems Engineering and  Service Delivery methodologies (e.g., ITIL) and Defence and Space (e.g., ESA)  engineering and product assurance standards.
  • To demonstrate programme management, leadership and Defence Communications engineering capabilities to our customers through technical management of strategic government supply projects or providing defence satcom consultancy to customers
  • To maintain and enforce robust Conflict of Interest boundary for Government Supply Side delivery projects from any Government Client-Side work.
  • To ensure that the Government Supply Side Satcom projects have appropriate specification, direction, and resources to deliver effectively and to monitor performance of our staff in their delivery activities.
  • Provide leadership and guidance to coach, motivate and develop staff within the team to reach their optimum performance levels and goals.
  • Provide monthly delivery report for Gov Supply Side and attend bi-weekly Delivery Management Meetings
  • Provide ultimate programme and technical authority, review and approval of Government Supply Side project documentation released to customers.  
  • Manage and/or support resolution of technical problems, resourcing and financial risks and issues which arise with Government Supply Side programmes

Profile

  • UK national (due to potential sensitivity of work to be undertaken) who has been previously Security Cleared or has current Security Clearance.
  • Graduate with a good Honours or Masters degree in a relevant subject (e.g., Electronics, communications). Equivalent qualifications and/or experience may be considered as an alternative.
  • > 10 years’ experience demonstrating strong management/ leadership experience in terms of responsibility for delivery and profit/loss for Government related telecommunications programmes requiring technically complex engineering solutions.
  • > 5 years’ experience interfacing with Senior Management Teams in Government customers and internal Senior Management team and Company Board of Directors.
  • > 5 years’ experience applying defence/space system engineering and assurance standards, terminology and appropriate Service Management Frameworks (e.g., ITIL) to Government communications engineering development and service delivery programmes,
  • Demonstrated experience of technical and operational problem solving and employing successful mitigation and recovery strategies to deal with commercial and technical issues and risks on Government projects.
  • Experience in delivery of both Engineering Development and Operational Service Delivery  projects for Government customers.
  • Experience in development or operation of secure Network and Service Management infrastructures applied to Government Communications projects including specification and measurement of SLAs and KPIs.
  • Experience and knowledge of security architecture design principles and their application to system design
  • Ability to write clear and concise communications operational, service and systems documentation and papers supporting high quality technical proposals or project deliverables often at short notice.
  • Experience of developing assurance strategies plans and Verification, Validation and Test documentation for secure satellite communications systems.

 
Desirable

  • Already Security Cleared
  • Experience in procurement of Satcom System Hardware, Software and Services and developing SOW and RFP material to potential suppliers of these.
  • Experience in specification or development of Military Satellite Communications Systems
  • Experience of using SySML and MBSE to deliver system artefacts and documentation for key design reviews.
  • Experience in applying eTOM or ITIL Service Delivery Frameworks within a  Communications Service Provider Organisation and developing Operational Strategy, Process and Procedures.
  • Experience of secure satellite communications networks operating in stressed environments.
  • Technical Experience in ground/space networks for UK or other Government Satcom projects from either client or supply side
  • Experience with Network and Service Management technologies and ServiceDesk applications (e.g., BMC, ITSM, Opensource tools) and of provisioning systems.
  • Experience with requirements management tools, especially DOORs for specification of Requirements.
  • Experience with 5G or free space optical networks.
