Sapienza Consulting is recruiting a CIO Business Change Manager to join NATO – NCIA, at The Hague, South Holland, Netherlands

Responsibilities

The BCM, reporting to the CIO, but largely on own initiative, performs the following duties:

  • Leads the assessment, analysis, development, documentation and implementation of business changes, including the development of change plans for complex changes
  • Prepares change management strategies to reduce expenses, increase revenue, improve delivery and maximize efficiency
  • Seeks authority for those activities, reviews the effectiveness of change implementation; suggests improvement to Agency procedures governing business change management
  • Develops the Agency’s policy for the management of change and designs change governance
  • Ensures effective control and treatment of risk to the availability, performance, security and compliance of the business services impacted; identifies and manages anticipated resistance to change
  • Defines manages and reports to manage the activities to ensure achievement of the projected business benefits after delivery; defines success metrics and measures performance against these
  • Determines change readiness levels of business users with regard to upcoming changes; uncovers readiness gaps and creates and implements action plans to close the gaps prior to change
  • Works with operational managers to ensure maximum improvements are made in the business operations as groups of projects deliver their products into operational use
  • Provides business change coaching to employees at all levels; coaching managers and supervisors to improve implementation communication
  • Evaluate cost structures and budgetary impact of the proposed changes
  • Assists with the restructuring of the staff component to optimize the effective implementation of the project
  • Act as the Deputy CIO and fill in for the CIO during short periods of absence; and
  • Perform other duties as required by the CIO. Matrix Change Leadership –
  • In line with the Agency’s Matrix Organisational ambitions, the CIO is tasked with leading the professionalization of our staff
  • Working primarily with HR, Functional Area Leads and Profession Heads, the BCM will ensure the Matrix implementation and continuous optimization through the application of a professional framework which will include the coherency oversight of role profile descriptions, process definitions, standard operating procedures, etc. relevant to the professions.
  • Reporting & Communication
  • Promotes the change program vision to the staff at all levels of the business operation, brings order to complex situations, and keeps a focus on business objectives; outlines key business engagement messages that need to be communicated throughout the change
  • Review performance data that includes financial and activity reports, to monitor and measure progress on Business Change initiatives, goal achievement, and overall benefits realization; and this might include the preparation of periodic reports for management and/or governance, as necessary or requested, to track strategic goal accomplishment
  • Matrix Change Leadership

Profile

  • Required Security Clearance: NATO Secret
  • A university degree in business administration, engineering management
  • or a related relevant discipline with specialization in organisational change management equivalent to a Master’s and supplemented by relevant postgraduate qualifications
  • Exceptionally, the lack of a Master’s degree may be compensated by a lower academic qualification combined with the demonstration of particular abilities or experience of relevance to this post
  • Formal qualifications in Programme and Project Management, such as Managing Successful Projects, Prince 2, PMP or equivalent
  • Extensive experience (at least 10 years), at the executive management level, involving leading and managing change in a dynamic technical organization
  • Such experience should demonstrate:
  • Good understanding of change management principles, techniques & tool; business change management and organizational change management experience in large geographically dispersed organizations
  • Good understanding of modern IT Capability and Service Delivery practices
  • Effective facilitation and influencing skills
  • Strong stakeholder management skills; ability to influence others and achieve common goals
  • Conflict resolution and negotiation skills
  • Good listening and communications skills
  • Strong business acumen
  • Project management and planning skills including risk management, benefits realization, stakeholders management
  • Analytical mindset and critical thinking
  • Able to cope with pressure
  • Good problem-solving skills
  • Team player & able to collaborate with others and build strong relationships
  • Thorough knowledge of, and experience in, change management principles and methodology.
  • Proficiency in business management, statistics, analytics, and spreadsheet software such as Excel
