Sapienza Consulting is recruiting an ACQ Support Officer to join NATO – NCIA at Mons, Wallonia, Belgium (Remote)

Responsibilities

  • Under the direction of Principal Contracting Officer, but largely on own initiative, planning, drafting, negotiation, award, and administration of complex contracts for goods and services for projects assigned within the Agency’s Air and Missile Defence Command and Control (AMDC2) domain
  • Drafting of Acquisition strategies, coordinating and liaising with Contractors and other Agencies to ensure compliance and timely performance of all contract tasks
  • Performing contract management and administration tasks including contract changes and amendments, support the settlement of claims, disputes, termination actions
  • Ensure adequate cost and pricing information is provided and analyzed, negotiating a fair and reasonable price
  • Providing high quality and timely contribution to ACQ and NCIA reporting
  • Monitoring the Contract CDRL process to ensure compliance with deadlines and formal acceptance of contract deliverables and milestones
  • Liaise and engage with AMDC2 subject matter experts as required
  • Attend Progress Meetings, review Progress Reports, and assess Contractor performance against Contract requirements. Liaise with AMDC2 project managers
  • Monitor and track the status of export control documentation (US, French, Italian) and non-disclosure agreements required for the implementation of Contracts
  • Perform other duties as required

Profile

  • Required Security Clearance: NATO Secret
  • Master of Science (MSc) degree in a related discipline (Business, Public Administration, Engineering or applied science) and 5 years post-related experience
  • Or a Bachelor of Science (BSc) in a related discipline (Business, Public Administration, Engineering or applied science) and 7 years post-related experience
  • Or exceptionally, the lack of a degree may be compensated by a lower academic qualification combined with the demonstration of particular abilities or experience of relevance to this post
  • Recent and at least 10 years experience at a significant level of responsibility in performing contract functions including the award and administration of high-value contracts for the complex systems-level acquisition
  • Recent and at least 10 years experience administering contracts for software-intensive contracts, significant experience and thorough understanding of competitive and sole-source procurement principles and practices, negotiation skills, cost and price analysis techniques, contract law, contract administration and industry best practices
  • Experience in management of complex C4ISR acquisition and/or development projects (typically with significant business, political, or high-profile impact, and high-risk dependencies) for a large organization
  • Experience and understanding of export control requirements (ITAR, French, Italian), and experience in the administration of contracts with export control restrictions
  • NATO Secret Clearance
  • Knowledge of NATO Air Command and Control System (ACCS) and associated projects, knowledge of NATO and NCI Agency processes and procedures
  • Proven ability to work successfully with diverse stakeholders and in negotiations
  • Excellent communication and management skills and the ability to effectively communicate orally and in writing, using tact and diplomacy, with good briefing and presentation skills
  • Proven ability to work well in a team and to exercise personal authority in his/her field of activity
  • Skills/Knowledge/Experience (desirable)
  • Project management qualification (such as PRINCE2 Registered Practitioner or Project Management)
  • Knowledge of configuration management concepts, system life cycle management and quality management
  • Expertise and experience in planning and implementation of AirC2 capability and/or C4ISR systems, including knowledge and practical experience related to communications engineering including HF, VHF, UHF radios, military standard data links along with their control and support subsystems, microwave line of sight (LOS)
  • Practical skills in NATO or national governmental acquisition policy and procurement procedures
  • Candidates must be eligible to work in the EU
