Sapienza Consulting, a tpgroup company, is recruiting a SatCom Engineer to join NATO – NCIA in Izmir, Turkey.

Responsibilities

Under the direction of Ground Service Delivery Manager (SDM), the incumbent will perform duties such as the following:

  • Advise SGS Commander and Ground SDM on all matters related to the operations and maintenance of the SGS
  • Act as technical advisor to SGS Commander for managing and supervising the maintenance of the SGS communications systems and sub-systems, and the supporting non-CIS facilities (HVAC, UPS, AC Power Subsystems, etc.)
  • Supervise performance of preventive and corrective maintenance of SGS equipment
  • Provide technical guidance and assistance to SGS maintenance staff
  • Perform maintenance tasks and emergency interventions as required
  • Monitor operational performance and working standards of site technicians
  • Provide feedback to NCI Academy Oeiras through Ground SDM for training program improvements, and ensure maintenance personnel comply with prescribed maintenance procedures
  • Establish, monitor, and conduct On-the-Job-Training (OJT) programs to complement official NCI Academy training program, and to ensure all personnel are proficient in their duties
  • Review all site/system operational and maintenance instructions to ensure accuracy of content and compliance with relevant NCI Agency Operating Instructions
  • Supervise up-keep of equipment and circuit installation/activation records
  • Responsible for all test equipment onsite; maintains calibration records and manages Metrology Exchange Package (MEP) as directed in relevant NCI Agency Operating Instructions
  • Provide assistance to the Ground SDM, SATCOM ESOC, CSSC, and NSPA staff in connection with engineering change proposals relevant to operations and maintenance
  • Assist with upgrade/replacement projects during prototyping, trial, site surveying, installation and commissioning phases as agreed by NCI Agency Configuration Control Boards
  • Deputize for higher grade staff, if required
  • Performs other duties as may be required

Profile

  • Required Security Clearance: NATO Secret
  • A Master of Science (MSc) degree at a nationally recognised/certified University in a related discipline (Electrical and/or Electronics Engineering, or Telecommunications) with at least 5 years post-related experience
  • Or a Bachelor of Science (BSc) degree at a nationally Skill, Knowledge & Experience: recognised/certified University in a related discipline (Electrical and/or Electronics Engineering, or Telecommunications) with at least 7 years post-related experience
  • Or exceptionally, the lack of a degree may be compensated by a lower academic qualification – leading to a professional qualification or accreditation – combined with at least 12 years’ of experience, and the demonstration of particular abilities or experience of relevance to this post
  • At least 4 years’ experience in the operation or maintenance of satellite ground terminals/stations or related systems, such as radars or Line-Of-Sight
  • Antenna sub-system, including; Radome, feed horn, reflector, pedestal, waveguides, tracking receiver, servo and drive equipment
  • Transmit and receive chains, including; up and down converters, Low Noise Amplifiers, High Power Amplifiers
  • MODEMs, Electronic Protected Modem Systems (EMS), cryptographic equipment, routers, switches
  • Computer-assisted Monitor and Control System (M&CS)
  • GPS-disciplined Frequency Reference Standards, and associated distribution systems
  • AC Power distribution equipment, emergency AC Power generation and associated fuel storage, and Uninterruptible Power Supply (UPS)
  • Heating, Ventilation, and Air-Conditioning (HVAC) systems
  • Digital-Line-of-Sight (DLOS), Fibre-Optic cables, and other tail systems
  • In-depth knowledge of digital techniques
  • TCP/IP fundamentals, video transmission principles, and telecommunications quality assurance practices
  • Servo-mechanisms
  • Emergency power generating systems
  • The development, implementation, fielding, testing and maintenance of modern communications equipment
  • On-line performance, accounting, fault, security and configuration management of digital networks and associated transmission systems, to include; packet switching systems in support of voice & data transfer
  • Logistic Support; managing the supply and replenishment of spare parts, dispatch of faulty units for repair
  • Familiarity with related international/commercial/industrial standards
  • Previous experience at a NATO SGT is desirable
