Sapienza Consulting, a tpgroup company, is recruiting a Resource Management Officer to join NATO – NCIA in Mons, Wallonia, Belgium

Responsibilities

Under direction of Operations Centre Head Service Execution Planning and Management incumbent will perform following duties:

Project Support:

  •  Lead for projects related to present and future development and transition of Ops Centre
  •  Monitor project start up process to ensure essential data is included and project plans are realistic and achievable
  •  Review project plans and cost estimates prior to dissemination
  •  Maintain Project Plans as required by PMs, including Approving Time Accounting information
  •  Updating progress information for Earned Value Management
  •  Verify that defined PM processes and procedures are being followed
  •  Support exception process within Ops Centre
  •  Support creation of Project documents, such as Project Initiation Documents, Highlight reports, Exception Reports etc

Information Support:

  •  Support Project Managers in taking / producing draft and final meeting minutes shortly during / after meetings
  •  Store and manage supporting project documents in project workspace and post them on Project Portal as tasked
  •  Ensure follow-up for timely comments

HPMO support:

  •  Collect information regarding progress of projects and carry out statistical analysis relating to project execution, including analysis of trends and future performance forecasts
  •  Provide feedback to HPMO relating to resource usage
  •  Provide managers (Group Heads, HPMO and SL Chief) with relevant information needed by them for effective management of their personnel
  •  Ensure SL personnel complete their time management activities promptly according to Agency directives

Other Support:

  •  Planning and management of allocated Operating budget
  •  Coordinate and supervise administration of Agency Information Knowledge Management tools on NS and NR (i.e. Tasker Tracker/Document Handling System/SharePoint Portal, etc.)
  •  Support staff training program preparation and execution follow-up across Service Line
  •  Working on own initiative with limited supervision

Profile

  • Required Security Clearance: NATO Secret
  • Bachelor’s degree at nationally recognised / certified University in relevant discipline and 3 years post related proven experience or, exceptionally, lack of university / college degree may be compensated by demonstration of candidate’s particular abilities or experience that is / are of interest to NCI Agency. That is, at least 5 years extensive and progressive proven expertise in duties related to function of post
  • CIS planning experience in National or International HQ at divisional level or above
  • Experience of NATO responsibilities and organization and/or in an international environment
  • Advanced data processing for word processing, spreadsheets, graphics presentations and databases
  • Advanced experience in Resource Management
  • Advanced experience in Business Management
  • Experience in Organizational and Business Change
  • Experience in internal and Customers Relationship Management
  • Experience in Project Management
