Sapienza Consulting, a tpgroup company, is recruiting an Assets under Construction accounting policy & revenue recognition review for NATO – NCIA in Mons, Wallonia, Belgium.

Responsibilities

NCIO will Disclose Assets under Construction (AuC) / Development (AuD)

• self constructed assets – within the NCIO Financial Statements 2022 hence following advice and output will be required in relation to AuC
• Understand process, Oracle ERP setup, asset grouping and accounting events for Assets under Construction
• Review and validate considering IPSAS, NCIO FRPs and NATO Accounting Framework
• Advise and update on condensed accounting policy as published within Financial Statements
• Create a more detailed accounting policy (incl. accounting schema) related to Assets under Construction in line with IPSAS, NCIO FRPs and NATO Accounting Framework
• Analyse the current method and accounting of revenue recognition related to the deferral of revenue for Assets and Assets under Construction and provide a recommended method (incl. accounting schema) and way forward in line with applicable IPSAS/FRP/NAF rules. E.g. Establish approach to reconcile statutory (Financial Statements) and performance reporting (Project Execution).
• Review current approach and provide recommendations considering IPSAS, NCIO FRPs and NATO Accounting Framework
• To account for AuC and the in-service assets from AuC including the impact on Statement of Position/Performance/Net Assets/Cash Flow statement and Notes disclosures
• For the restatement of FS2021 required to disclose AuC
• To transfer Assets
• To process Impairments
• For disposal / write-off / retirement of Assets

The period of performance shall be 9 May 2022 to 12 September 2022

• Deliverable based contract required with company specialised in IPSAS

The proposed team must have demonstrated skills, knowledge and experience as follows:

• IPSAS expertise on Assets under Construction
• Proven past experience on IPSAS implementation/accounting policy implementation with international Public Sector Organizations
• Experience in developing accounting policies and IPSAS compliance reviews
• Experience and in-depth understanding of NATO Accounting Framework
• Excellent English writing skills and the ability to brief work in English to a diverse audience

Desirable Profile

The candidates should also ideally have knowledge and experience in the following areas:

• Prior experience within NATO
