Sapienza Consulting is recruiting a Principal Learning Advisor to join NATO – NCIA in Oeiras, Lisbon, Portugal.

Responsibilities

Under the direction of the Learning Analyst (G15), but largely on own initiative the incumbent will provide support to the NCI Agency Corporate Academy by performing duties as below:

  • Support events such as guest lectures, communities of practice and “TED Talks”
  • Advise, guide and support all NCI Agency staff in learning activities and personal and professional development
  • Design, develop and instruct in different Agency processes and the Leadership Framework
  • Manage, plan and implement all learning services at the Agency related to induction programmes and training/learning events such as guest lectures or communities of practice
  • Analyse and translate training needs and requirements into learning opportunities
  • Support designing, developing and instructing training programmes in Agency processes, tools and frameworks
  • Collect and analyse feedback from instructors and trainees after each educational session
  • Liaise with external training suppliers, experts and key stakeholders
  • Liaise with internal NCI Agency Subject Matter Experts (SMEs), training coordinators and key stakeholders
  • Maintain data and ensure accuracy of training records and information on learning opportunities at the Agency
  • Monitor the execution of training and travel budgets
  • Provide full logistical support to training events
  • Evaluate and make recommendations on training material and methodology
  • Perform other duties as may be required

Profile

  • A currently active NATO SECRET security clearance

 

Essential Experience and Education:

  • Higher vocational training in a relevant discipline with 3 years post-related experience
  • Or a secondary educational qualification with 5 years post-related experience
  • Experience in managing learning/training and professional development activities for a large organization
  • Proven ability to complete full training cycle (assess needs, plan, develop, coordinate, monitor and evaluate)
  • Demonstrated skills in Microsoft Office suite, including Excel, Word, PowerPoint, SharePoint
  • Practical skills in setting up and maintaining databases
  • Ability to exercise judgment of priorities, organizing multiple tasks with high priorities and working with minimal direction
  • Advanced organizational skills and attention to detail
  • Ability to take initiative and a flexible approach allowing the incumbent to respond reliably and competently to changing requirements in a demanding environment
  • Excellent communication skills, with the ability to interact with all levels of the Agency and customer organizations

 

Desirable Experience and Education:

  • Experience working with Learning Management Systems
  • Experience with e-learning platforms
  • Experience in financial management and or reporting systems
  • Experience in data management and analysis
  • Prior experience of working in an international environment comprising both military and civilian elements
  • Knowledge of NATO responsibilities and organization, including ACO and ACT

 

Language Proficiency:

  • Very good knowledge of one of the two NATO languages, both written and spoken, is essential and some knowledge of the other is desirable
    NOTE: Most of the work of the NCI Agency is conducted in English
