Sapienza Consulting is recruiting a Project Controller/ Project Assistant to join NATO – NCIA in The Hague, South Holland, Netherlands.

Responsibilities

  • Support the creation of Project documents, such as Project Initiation Documents, Highlight reports, Exception Reports etc
  • Collect information regarding the progress of projects and carry out statistical analysis relating to project execution, including analysis of trends and future performance forecasts
  • Perform Project Controls Activities:
    • Undertake the quality and timeliness of cost estimates, budgets, financial reports, risk management activities and schedules that define the Project Performance Measurement Baseline
    • Ensure project baselines are under robot change control and the approval of impact analysis and estimates of proposed changes
    • Report periodically on the status of portfolio/project dashboards, financial reports and associated analysis and recommendations
    • Implement effective functional procedures used for estimating, for monitoring and controlling cost and schedule
    • Develop and agree budgets for projects and controlling forecast and actual costs against them
    • Develop, implement and update resource allocations plans needed for projects
    • Undertake cost estimating, analysis and control activities
    • Develop and maintain recovery plan, monitoring, and identifying the impact of a risk materializing
    • Advise Project Manager(s) and team on complex project issues regarding project performance
  • Perform project resources coordination in support of collaboration events with external stakeholders
  • Perform IKM Activities:
    • Maintain and update external portals with any new requests: create new libraries, lists, pages, update the contacts list, survey, etc
    • Publish new and updated artefacts ensuring version control and archive older versions, periodic maintenance of Service delivery overviews
    • Manage Internal/External portal users access and rights
    • Provide support for the completion of Action Items; interacting with the Service Owners and Service Delivery Managers, WP leaders and SMEs

Profile

  • The candidate must have a NATO SECRET security clearance
  • University degree in a business-relevant discipline
  • A formal project management qualification (preferably Prince2 or PMP)
  • In-depth knowledge and experience in the use of Microsoft office automation packages (Word, Excel, PowerPoint and Access, Visio), in the use of computer-based tools for project control
  • Proficiency with an enterprise project management tool, such as MS EPM
  • In-depth knowledge of project governance documentation and financial analysis
  • At least 5 years of experience in financial budgeting, limitation, and scheduling of multinational partnerships, programme of work and projects and 3 years in managing multinational partnerships programme of work and projects
  • Sound knowledge and experience in the creation, administration and maintenance of SharePoint and DNBL Portals/Web pages
  • At least 3 years of recent experience with Document Management and Archive systems
  • Ability to write technical documentation related to Cost Estimates, Program of Works, Multi-Year Cooperation Frameworks
  • Prior experience in preparing and maintaining Terms of References for NATO Working Groups (WG), Committees, etc
  • The consultant(s) shall be prepared to travel on short notice to deployed locations within NATO
  • The consultant(s) shall have the ability and self-motivation to work individually but must also work well within a team

 

In addition to the above, it would be considered highly desirable:

  • Prior experience in working in a technical and information focused organization
  • Prior experience of working in large projects, with multiple stakeholders from various nations/organizations
  • Prior experience of working in an international environment comprising both military and civilian element
  • Knowledge of NATO responsibilities and organization, including ACO and ACT
