Sapienza Consulting is recruiting a Senior Policy Officer to join NATO – NCIA in Brussels, Belgium.

Responsibilities

  • Executing development of specific Contracting – and overall Acquisition – standardization guidance concerning contracting policies and procedures relative to a broad spectrum of acquisition issues
  • Driving executions and application of best practice standards within the Contracting team (and overall Acquisition) – such as (but not limited to) execution of Standard operating procedures, training, document templates, etc.
  • Providing technical guidance regarding acquisition reform techniques, developing new methods, standard approaches and procedures across the full Contracting and Acquisition team
  • Serving as the subject matter expert for acquisition assessments regarding non-routine acquisition issues which require the interpretation of facts, policies, and regulations
  • Ensuring acquisitions reflect the application of good business judgment, appropriate use of acquisition reform concepts, and conformance with NATO procurement regulations, procedures, and policies
  • Drafting and reviewing of procurement related policies and procedures, performing research and evaluating alternatives, drawing conclusions and formulating recommendations as necessary
  • Reviewing procurement documents prepared by ACQ Contracting staff for sufficiency and conformance to NATO and NCI Agency rules and policy
  • Providing expert procurement and contracting advice; ensuring facilitation of knowledge building and knowledge sharing in the ACQ Directorate; preparing, organizing and providing procurement policy related presentations and training modules to procurement and non-procurement functions of the Agency, other NATO stakeholders and Industry
  • Keeping the Chief of Contracts informed of problems and concerns through the Head of Procurement Policy
  • Deputizing for higher grade staff
  • Performing other duties as required

Profile

  • The candidate must have a NATO SECRET security clearance

 

Education:

  • A minimum requirement of a Bachelor’s degree at a nationally recognised/certified University in a related discipline and 3 years post-related experience
  • the lack of a university degree may be compensated by the demonstration of a candidate’s particular abilities or experience that is/are of interest to NCI Agency, that is, at least 10 years extensive and progressive expertise in duties related to the function of the post

 

Experience:

  • Appropriate level experience at a significant level of responsibility (e.g., Contracts Manager, Procuring Contracting Officer) in performing both pre-award and post-award contracting functions for high value contracts for complex systems level acquisitions
  • At least five years’ experience at a significant level of responsibility (e.g., Contracts Manager, Procuring Contracting Officer) in performing both pre-award and post-award contracting functions for high value contracts for complex systems level acquisitions
  • Demonstrated experience in implementation Lean processes (i.e. standardization, change management, or knowledge management)
  • Significant experience with and a thorough understanding of competitive and sole source procurement principles and practices, negotiation skills, cost and price analysis techniques, contract law, contract administration and industry practices
  • Experience with the design and implementation of new procurement processes, procedures or organizations

 

Skills:

  • Possess strong research and analytical skills
  • Demonstrated highly developed ability to communicate effectively verbally and in writing and with experience in providing presentations and briefs
