Sapienza Consulting is recruiting Support to update JChat M-Link Training Package to join NATO – NCIA in The Hague, South Holland, Netherlands (Remote).
The NATO Information and Communication Agency (NCI Agency) located in The Hague, The Netherlands, is currently involved in the development of new capabilities for NATO as well as in the support of existing capabilities.
JChat has been developed by the NCI Agency to provide operators with a text-based asynchronous chat capability. Chat communications is used daily by the operators to pass information, coordinate operations, and support collaborative decision-making. JChat is providing one-to-one chat, group (multi-user) chat and multi-user conferencing (moderated chat) and is based on Instant Messaging (IM) technology.
The NATO Communications and Information Academy (NCI Academy) consolidates all Education and Training services provided by the NCI Agency. The NCI Academy provides JChat training services together with our commercial partners from their location in Oeiras, Portugal.
- JChat client and Openfire server is provided by NCI Academy staff
- M-Link course is provided by staff from Cadmidium Services Ltd.
NCI Agency is developing new annual JChat baseline with a significant amount of JChat client and Openfire improvements. Current JChat baseline is composed of M-Link 17.0v18, Openfire 4.5.6 and JChat client 2.5.0.
In the light of these activities, the C2 Service Centre is looking to upgrade the M-Link course material.
Responsibilities
Under the direction / guidance of the NCIA Point of Contact or delegated staff, the contractor will update the JChat M-Link course modules. This includes the following activities:
- Develop training module on Federated Multi-user Chat (FMUC) rooms
- Develop training module aligned with the operational context on the NSWAN:
- JChat baseline overview shall be added
- Clustering and different DNS configurations shall be explained
- Use of Form Discovery and Publishing (FDP)2 shall be added
- Use of HTTP File Upload3 component with M-Link shall be added
- Use of M-LINK over constrained networks
- Use of security labels and compliancy with standards such as XEP-2584, STANAG 4774/4778 and the Security Policy Information File (SPIF)5 format shall be explained
- Develop training module aligned with the JChat support plan:
- How to get support from NCI Agency
- How to report an issue or problem with JChat
- Develop training module aligned with the JChat training plan:
- JChat client course available on JADL at https://jadl.act.nato.int/ (Course ID: ADL 112 JChat User Training)
- JChat client and Openfire server system administrator courses are available
- (Verbal) Provide updates to progress (weekly meetings)
- Demonstrate updated M-Link course modules
The contractor will be part of a team and will work using an Agile and iterative approach during multiple sprints. Each sprint is planned for a duration of 1 week. The content and scope of each sprint will be agreed during the sprint-planning meeting.
Profile
- The candidates must have a NATO SECRET security clearance provided by the national security organization valid at the time of submission of the bid covering the period of the requirement
- The contractor has strong knowledge and practical experience (a minimum of 12 months in the last 24 months) in using M-LINK 16, M-LINK 17 and Openfire 4.5
- The contractor has strong knowledge and practical experience with M-LINK and Openfire clustering
- The contractor has significant knowledge and practical experience in the area of M-Link and Openfire testing
- The contractor has significant experience in the area of computer networks, including DNS, domains, PKI certificates, network designs
- The contractor has experience with the use of XMPP
- The candidate has a flexible, cooperative and customer focussed attitude; sets high standards for quality and quantity; monitors and maintains quality and productivity; works in a systematic, methodical and orderly way
- The candidate is able to speak and write fluent English since the work is conducted in English
- The candidate has the nationality of one of the NATO nations
