Responsibilities

Alliance Ground Surveillance (AGS) is a NATO ground surveillance system, with capabilities to support organic and federated NATO Joint Intelligence data collection, processing, exploitation and dissemination. The AGS system consists of a High Altitude Long Endurance GLOBAL HAWK Unmanned Air Vehicle (UAV) with fixed ground segment entities at the Main Operating Base (MOB), deployable UAV launch-recovery entities and mobile/deployable ISR-mission focused entities.

NCI Agency is required to provide continued support to the AGS programme through the provision of technical expertise to ensure the effective delivery of services in the System and Security Engineering Area of AGS system.

The AGS system is currently operating under Interim Security Accreditation, which is valid until 30 September 2022, and therefore requires extending to enable the Interconnection with Bi-SC AIS (NS WAN). An individual with the requisite expertise is therefore required to deliver inputs to support this activity.

The candidate will provide support for the extension of the Interim Security Accreditation for the AGS System and extension of the Interim Security Accreditation for the Interconnection of the AGS system with the Bi-SC AIS (NS WAN). The work requires off-site support to provide assessments and reports in the system and security engineering area. The work is essential to extend the interconnection with Bi-SC AIS (NS WAN), which is vital to allow access to AGS products and data for the operational community. The post will also be required to support: the capture of AGS Target architecture; the development of the AGS Automated Identification System (AIS) Integration Increment 2 Type B Cost Estimate; NAGSF CIS Services relocation; and any additional security accreditation support required.The scope is not limited to the above-mentioned tasks, and may be expanded with additional tasks on an as-needed basis

Profile

  • The candidate must have a currently active NATO COSMIC TOP SECRET security clearance. NCIA will also accept a Certificate of Security Obligation initially to expedite the start of work
  • This post requires an individual who is suitably qualified and experienced in AGS System Engineering and has Target Architecture knowledge
  • Nationally recognized/certified Master of Science degree in Systems Technology (Command, Control and Communications (C3))
  • Nationally recognized/certified Bachelor Degree in Mathematics with Computer Science
  • NATO and/or military experience
  • Knowledge and experience of NATO responsibilities and organization
  • Knowledge and experience of NATO intelligence processes
  • Knowledge and experience of NATO JISR capabilities (e.g. AGS Programme, NAEW and FLEP)
  • Knowledge and experience of all NATO AGS Systems
  • Knowledge and experience of AGS AIS integration requirements
  • Knowledge and experience of NATO AGS security accreditation process and interconnection with Bi-SC AIS
  • Knowledge and experience of AGS target architecture
  • Knowledge of NATO Security Investment Programme Type B Cost Estimate development
  • Previous experience at a senior level in large scale procurement
  • Motivated, good communication skills, team player
  • Able to work independently with minimal supervision
  • Excellent written and oral communication skills in English

 

Desirable requirements:

  • Knowledge of FLEP programme
