Sapienza Consulting is recruiting a Namis System Administrator to join NATO – NCIA in Mons, Wallonia, Belgium.

The NATO Information and Communication Agency (NCI Agency) located at SHAPE-MONS, Belgium, is currently involved in the deployment of the NATO Automated Meteorological Information System (NAMIS) for NATO. In the light of these activities, the JISR Centre is looking for an experienced system administrator. More specifically, the provided services will support the full service deployment of NAMIS.

Responsibilities

Under the direction of the NCI Agency Service Delivery Manager, the system administrator will support and deploy and update NAMIS Service Applications (NAMIS, NMD Web and Moving Weather). This includes the following activities:

  • Provide expeditious support services (including technical help desk and emergency on-site assistance) to ensure key information systems remain operational
  • Assists in the maintenance of the operational and support environments for the software of all assigned systems
  • Performs analysis, detailed problem diagnosis/resolution, programming, testing, writing documentation and participating in reviews, walkthroughs and audits
  • Participates in the definition, acquisition and implementation of new system engineering requirements
  • Co-operates with appropriate authorities on Quality Assurance and Configuration Control issues
  • Perform the analysis, design, implementation and maintenance of authorised software changes, related applications software and the integration/tailoring of vendor supplied components, following established procedures for quality, configuration control, testing, documentation and security
  • Monitors design, programme and interface specifications during acquisition and operation phase and maintains user and system documentation during operational phase

This services will be carried out at NCI Agency at SHAPE, Mons location accessing the NCIA networks and facilities.

The contractor will be part of a team and will provide services using an Agile and iterative approach using multiple sprints. Each sprint is planned for a duration of 19.5 Days. The content and scope of each sprint will be agreed with the service delivery manager during the sprint-planning meeting.

Profile

It is essential the Contractor possess Software Engineering Skills: Systems Development –Programming/Software development:

  • Experience in all Lifecycle aspects of Information Systems to achieve effective system development and deployment
  • Proven capability of converting evolving operational requirements into Information Systems requirements
  • Extensive knowledge of System Analysis principles to direct and guide Information Systems development
  • Broad and sound technical knowledge and experience in distributed Information Systems as they are applied to the modern management information and Command and Control Information Systems to include:
    • Experience in the WEB based applications
    • Experience with Administering UNIX Operating System Environments
    • Detailed knowledge of architectural design as applied to computer systems
    • Sound technical knowledge of wide area networks and local area networks
    • System Management Experience in IT Systems

Recent experience with the design development or maintenance of systems built with the Service Oriented Architecture.

  • Graduate in Engineering: Environmental, Physics, IT, Computer or Software.
  • Knowledge and extended experience in implementation of Web Map Services (WMS).
  • Experience and knowledge of Unix and Microsoft Operating Systems.
  • Experience in PostgreSQL DBMS.
  • Experience of systems support and maintenance in the NATO environment.
  • Experience in NATO networks infrastructure.
  • General knowledge in NATO Change Management Process.
  • General knowledge in NATO Functional Area Services.
  • General knowledge in NATO Command Structure (ACO, ACT etc.).
  • Proven ability to integrate and work in a multinational team
  • Fluent business English: 3333 (Listening, speaking, reading and writing)
  • NATO Secret Security clearance
  • Standard Automatic Data Processing Knowledge
    • Word Processing: Advanced knowledge
    • Spreadsheet: Working knowledge
    • Graphics Presentation: Working knowledge
    • E-mail clients/Web Browsers: Working knowledge

 

Desirable QUALIFICATIONS

In addition to required qualifications the skills given below will be sought as the desirable during the evaluation.

  • Experience in METOC Product Preparation using MATLAB, ArcGIS etc.
  • Experience in METOC Operations in NATO
  • Experience in Cloud Systems, software security aspects.
  • Experience in VPN Establishment and Test.
  • Experience with version control in a CM environment.
