Sapienza Consulting, a Serco company, is recruiting a Project Manager to join NATO – NCIA in Braine-l’Alleud, Wallonia, Belgium.

Responsibilities

Under the direction of the Chief SL, Deputy SL Chief and Head Project Management Officer (HPMO), but largely on his own initiative, the incumbent will perform duties such as the following:

  • Manage projects to ensure they are delivered within agreed scope, time, cost and quality limits, and in accordance with NCIA project management practices and processes. This includes all project aspects: risk management, issue management, financials management, project team management, stakeholder management, resource management, quality management, change management, requirements management, transition into service operation, contractor management, procurement management etc.
  • Develop cost estimates and price proposals
  • Report / communicate on project progress internally (within NCIA) and externally
  • Manage & escalate project exceptions as required and proactively; including the proposal of mitigation actions
  • Use the MS-EPM (Microsoft Enterprise Project Management) framework (or any other replacement tool) used by NCIA
  • Develop & maintain project and resource plans in compliance with NCIA’s directives and project management best practices. This includes: Monitor and control project progress to ensure resources are consumed in accordance with the approved budget and within the approved timelines; Identify, plan, request and manage the deployment of resources to meet project milestones and initiate corrective actions when necessary
  • Use EBA (Enterprise Business Application; NCI Agency ERP system), monitor and control project financial status and execute project managers duties in Agency defined Procure to Pay process
  • Deputize for higher grade staff, if required
  • Performs other duties as may be required

Profile

  • The candidate must have a currently active NATO SECRET security clearance

Experience and Education:

  • A Master of Science (MSc) degree at a nationally recognised/certified University in a related discipline
  • Or exceptionally, the lack of a degree may be compensated by a lower academic qualification combined with the demonstration of particular abilities or experience of relevance to this post
  • Recent experience (at least five years) as project manager for large CIS infrastructure project(s), preferably in a large and international organization
  • Proven experience in applying multi-discipline engineering and management techniques in the acquisition of complex communication and information systems (CIS)
  • Proven experience in managing, planning, design, system engineering and implementation of military or other communication and information systems
  • Proven knowledge and experience in state-of-the-art technologies, relevant to the work, including information processing and transfer of information
  • Formal project management qualification such as PRINCE 2 or PMI PMP
  • Proficiency in planning, simulating, progress tracking and reporting using MS Project/EPM 2010/2013
  • Proficiency in using MS Office and SharePoint tools
  • Proactive attitude in seeking and maintaining trust from stakeholders
  • Experience in private and/or public cloud infrastructure deployment, user and application migration projects (IaaS, PaaS, SaaS) and transition of projects to services and operations
  • Ability to communicate effectively orally and in writing, in English, with good briefing skills
  • Ability to work in a pressure environment

 

Desirable Experience and Education

  • Recent relevant experience on medium NATO projects in a leadership function
  • Recent experience in migration & transition of large user communities to new IT solutions
  • Experience in large IT infrastructure (data centers, networking, security, end user devices) projects with substantial investment
  • Domain knowledge in client devices configurations, large rollouts, migration
  • Domain knowledge in cyber security area
  • Knowledge of international, commercial/industrial standards for information processing and transfer of information;
  • Knowledge of NATO responsibilities and organization, including ACO and ACT
  • Conversant with NATO policy and procurement procedures;
  • Experience and certification in Agile Project Management (Agile PM, Scrum)
  • Experience and certification in Service Management (i.e. ITIL V3 or V4)
  • Experience in supplier management, negotiations, conflict resolution and contract management
  • Prior experience of working in an international environment comprising both military and civilian elements;
  • Experience in communications in front of higher management and large groups (briefings, written and oral presentations)
