Sapienza Consulting, a Serco company, is recruiting a Legal Counsel to join NATO – NCIA in Brussels, Belgium (Remote).

Responsibilities

  • Analysing, reviewing, organizing and researching legal agreements with NCI Agency customers (NATO bodies, NATO nations, and non-NATO nations)
  • Provide legal support in reviewing and negotiating non-disclosure and licensing agreements
  • Reviewing contract documents for legal sufficiency, appropriateness of clauses, and supporting senior counsel on related advice
  • Preparing legal texts, internal memoranda and other legal documents
  • Analyzing and supporting advice on NATO regulations, the NCIO Charter, NATO policies and procedures
  • Supporting the preparation of legal guidance materials including training, handbooks, FAQs, on a broad range of legal matters (e.g. NATO rules, cybersecurity, data protection, NATO employment framework, intellectual property, acquisition)
  • Analysing legal matters affecting the NCI Agency under international, national and host nation law – e.g. contract law, public law, corporate, defence and international law topics, including: procurement, arbitration, data protection, intellectual property rights, governance, privileges and immunities, employment, export licenses, tax, customs duty exemptions, operational law, and non-disclosure agreements
  • Ensuring effective organisation of legal office resource materials together with team members
  • Performing ad hoc tasks as required in accordance with office workload in a constantly evolving environment – emphasizing effective prioritization, clear document/information management practices, and excellent stakeholder relations

Profile

  • The candidate must have a currently active NATO SECRET security clearance

Essential Experience and Education:

  • A minimum requirement of a Bachelors degree at a nationally certified University in law, and 3 years post-related experience
  • Experience as a lawyer or legal support in the public or private sector handling a combination of issues such as: administrative law, agreements, contracts, in-house matters. A combination of solid legal support experience with related corporate or government work experience will equally be considered
  • Excellent written and verbal legal advocacy skills in English, including the ability to draft and review documents with little to no supervision
  • Ability to analyse complex questions quickly and draft legal advice succinctly
  • Demonstrated versatility in working on multiple matters at the same time and delivering support and advice efficiently within challenging time constraints

 

Desirable Experience and Education:

  • Knowledge of NATO structure, practices and procedures or equivalent knowledge of international organization rules related to employment, procurement, financial regulation, as well as privileges and immunities
  • Demonstrated experience in understanding and addressing complex decision-making procedures
  • Experience adapting advice to deal with legal issues cutting across different legal jurisdictions
  • Experience in drafting and interpreting agreements and contracts
  • Good office IT/database skills, including word processing, legal research databases, and document management systems
  • Prior experience of working in an international environment comprising both military and civilian elements
  • Knowledge of NATO responsibilities and organization, including Allied Command Operations (ACO) and Allied Command Transformation (ACT)
