Sapienza Consulting is recruiting a EBA Issues Support to join NATO – NCIA, at Mons, Belgium.

Responsibilities

  • Screening and validating price proposals for provision of services by Agency, ensuring identification and recovery of full lifecycle costs for delivery of CIS services
  • Monitoring and internal control of actual costs incurred in execution of SLAs
  • Tracking, controlling, and reporting direct and indirect costs for each service at each location
  • Providing managerial accounting analysis and interpretation of data, making recommendations for improvements, cost savings, and efficiencies in delivery of CIS services
  • Management and control of funds delegated by customers to support NATO operational missions, including KFOR, ISAF and other ongoing operations
  • Estimating costs of CIS support and preparing, submitting, and defending budget submissions
  • Liaison with Strategic and Operational level commands on matters concerning delegation, management, execution and accounting of mission budget funds
  • Advising on design, implementation, and operation of integrated financial systems in service in various NATO units, to include Oracle Financials
  • Implementing and operating cost control measures and service cost management, ensuring management data as required by SLAs is produced accurately and delivered to stakeholders on time
  • Providing Management Accounting analysis and technical advice to Management Analyst (A3), Branch Head (A4) and other technical staff of NCI Agency
  • Data developed by incumbent shall be utilized for command group decision making and will be incorporated in communications among General Manager, Chief of Staff, and other senior leaders and nations
  • Provide mentorship, technical training, and guidance to finance staffs of subordinate organizations.
  • Contribute to development of Agency-wide policy regarding financial control and management accounting
  • Developing price proposals and investment appraisals for submission to management bodies and nations
  • Screening and validated price proposals developed by other organizational elements
  • Assisting in planning, development and execution of Centralised CIS Budget

Profile

  • Bachelor (or equivalent) in accountancy and finance;
  • 1+ years of experience in finance and accountancy
  • Knowledge of accounting software such as Oracle R12
  • Microsoft Office skills especially Excel;
  • Hands on, flexible, team player
  • IPSAS knowledge
  • Attention to detail, task/deadline oriented, customer focus, confidentiality
  • Prior experience in NCIA Finance
  • Prior experience with Oracle Project Accounting
  • Prior experience managing financial aspects of IT Service level Agreements
  • Familiar with NATO Operations and its IT requirements
  • Must hold NATO Security Clearance
  • Fluent business English; knowledge of another NATO member-state language is an asset
  • Candidates must be eligible to work in the EU
