Sapienza Consulting is recruiting a Head Staff Manager to join NATO – NCIA, at Mons, Belgium.

Responsibilities

  • Civilian, military and Interim Workforce Capacity (IWC) manpower
  • Human Resources (HR) related processes and procedures
  • HR related artefacts complete and correct
  • Service Line HR database up-to-date, complete and correct
  • Management of recruitment and release process for civilian, military, temps, interns, consultants and interim workforce capacity (IWC) workforce
  • Seamless on-boarding and off-boarding of service line workforce
  • Peacetime Establishment (PE) Post life-cycle, and work capacity within service line
  • Activities required for submission of recruitment requests and tracking follow on activities, requiring close coordination with Agency HR department
  • Identification of skillset shortfalls and future staff skillset requirements for benefit of service line, Agency and NATO
  • Support to service line resource allocation to projects and services and conflict resolution management, enabling Deputy Service Line Chief to make informed decisions
  • Service line workspace and facilities
  • Service line training
  • Service line Performance Management activities
  • Service line staff information
  • Service line CISPOCs related activities
  • Service line staff-related documents, publications, forms and other required deliverables
  • Creation and improvement of HR related Reports and/or Presentations to NSII Service Line Chief, Agency Senior Management and/or external Agency stakeholder
  • Development, implementation and management of HR-related administrative processes
  • Implementation and monitoring of agency health & safety regulations
  • Also act as nominated Person In Confidence (PIC) for service line
  • Provide support to service line internal instructions creation and release
  • Provide periodic training to service line staff on HR related policy, processes, and procedures
  • Carry out development and improvement of Staff Management Information portal
  • Performance and development of Staff Management Office, ensuring team have clear, defined and measurable goals and objectives; are clear on their responsibilities and accountability and have up to date role descriptions; utilises available development opportunities; receive and give regular feedback on performance
  • Achievement of Staff Management Office related Key Performance Indicators (PKIs)
  • Acts as Service Line Point of contract for all HR related matter for agency internal and external stakeholder
  • Acts as NSII Deputy Fund Manager related to NSII Admin Travel and Training

Profile

  • Master of Science degree or equivalent in a related discipline, or equivalent combination of appropriate national qualifications and experience of interest to the Agency
  • Extensive experience (at least 5 years) of working in Human Resource / Staff Management (HR / SM) environment
  • Extensive experience in areas such as recruitment, manpower analysis and contractor management
  • Prior experience within training management, covering areas such as training needs analysis and activities to ensure staff are trained appropriately
  • Prior experience of managing staff and indirect staff management
  • Prior experience of space management over multiple locations
  • Prior experience of managing / overseeing Performance Management
  • Proven ability to effectively communicate orally and in writing, with good briefing skills
  • Prior experience of working in international environment comprising both military and civilians
  • Prior experience of designing, developing and implementing automated solutions for tracking Staff Management related data
  • Ability to Create, Review, Grade and concisely consolidate Job Descriptions
  • Must hold Security Clearance NATO Secret
  • Fluent business English; knowledge of another NATO member-state language is an asset

Desirable experience and education

  • Knowledge of Oracle-based HR systems
  • Knowledge of Applicant Tracking Systems
  • Knowledge of Microsoft SharePoint
  • Knowledge of NATO Peacetime Establishment process
  • Knowledge of NCIA
  • General knowledge of NATO responsibilities and organization, including ACO and ACT
