Sapienza Consulting is recruiting a Project manager (NV2) to join NATO – NCIA, at Mons, Belgium.

Responsibilities

  • Manage Project and Programme Plans. This task supports establishment and maintenance of up-to-date Project and Programme Master Schedules, which will receive planning data from projects managed by NCIA, which are delivering capabilities for NATO or individual NATO Nations
  • Programme Schedule will allow NCIA to identify and track all related schedules and activities that may impact the projects
  • Manage interdependencies. This task is over and above previous activity Manage Project Plans. Programmatic and functional Interdependencies exist across NCIA’s project portfolio. Resource and expertise procured by this contract will capture, manage, document and track relevant project interdependencies using appropriate tools, and by frequent coordination with relevant stakeholders (including but not exclusive to NCIA Project Managers, Bi-SC AIS PMO, NATO Nations)
  • Consultant must have technical background to understand CIS Target Architectures and provide technical and programmatic guidance to relevant projects for their implementation
  • Support Communications and Reporting. Regular communications and efficient and timely reporting will be vital to success of projects. This activity will provide establishment and maintenance of Collaboration platform accessible to all stakeholders (internal and external to NCIA). Collaboration platform will be used as vehicle for dissemination of Projects’ Schedules, status and scope information, along with relevant standards and references
  • In addition, forecasts, expenditures, achievement or slippages in milestones, and realization of benefits will need to be communicated to stakeholders in clear and timely manner
  • Development and maintenance of relevant data and production of reports is key part of this activity. Using automated tools will be required for setup of collaboration portal and for generation of automated reports. Changes of technical scope, timeline, and cost will be implicit throughout implementation of Agency’s programme portfolio, and need to be properly managed, documented, and reported.
  • Issue Management and Control, Risk Management and Benefits Realization are part of Support Change Management. Manage issues. Issues will be used as mechanism by which real or anticipated changes in state of programme and its projects are identified and addressed
  • Setup and maintenance of programme-level issue log, including standard description of issue, assessment of its potential impact over programme and recommendations for resolution of issue, is part of this activity
  • Manage risks pertaining to both Project Level and Programme Level. While risk management at project level is carried out through constituent projects, establishment of risk reporting process to collect and integrate project level risks that need to be elevated to programme-level visibility, is part of this activity. Risk logs will be setup and continuously updated throughout implementation of projects
  • Planning, monitoring, incident problem reporting, controlling and performing all phases and aspects of testing and acceptance; planning and providing true life-cycle support for delivered capabilities
  • Realizing benefits by delivering project outcomes is also key enabler of change. For such changes to be in line with original expectations as defined during project initiation, significant activity is required to monitor effect of project outcomes. This activity includes definition of suitable benefits management framework and relevant benefits against which outcomes of projects can be assessed and evaluated. This activity is performed in coordination with NCIA Service Provisioning managers
  • Support NCIA Project Manager in planning, implementation and management of implementation projects in accordance with appropriate NATO regulations and NCIA project management policies and procedures
  • Development of procurement strategy, benefit risk analysis, business case in order to support and secure sponsor acceptance funding
  • Prepare cost estimates, price proposals, statement of work, terms and conditions for implementation projects
  • Execution necessary Quality Assurance functions essential to successful delivery of capability and services
  • Delivery of projects within defined Time, Cost, Scope and Quality tolerances
  • Performance of Portfolio and/or Program management across portfolio of assigned work
  • Using MS-Office suite, MS-EPM, and other software packages to support project and portfolio management
  • Liaising with other Project Management Teams to ensure integrity and coherence of projects with wider NATO C3 systems and capabilities
  • Interfacing with Agency’s sponsors to exchange and maintain full project transparency, status and knowledge information on funded and approved projects/services
  • Establishing contact with representatives of industrial organizations within NATO nations
  • National organizations with related roles and responsibilities in system implementation and acquisition
  • Taking role in acquisition process (i.e. writing SoW and bidding documents, evaluation process, etc.)
  • Preparing documents, point papers, letters, presentations, reviewing documents for language, format/structure, consistency, content, and providing comments
  • Supporting development of project highlight reports, project exception reports and associated material where applicable
  • Managing project’s Windows SharePoint Services (WSS) site and document library
  • Provide day-to-day management and control of project’s finances, including rising and tracking invoices and their payment as well as monitoring overall expenditure and funds
  • Stakeholder management and communications management
  • Support project meetings, including organizing meetings, preparing meeting rooms and recording minutes and actions

Profile

  • Contractor shall possess at least Bachelor’s Degree in an engineering discipline (i.e. Electronics, Computer, telecommunications, Physics, Aerospace or Systems Engineering) supplemented by relevant postgraduate qualifications
  • Formal Project Management qualification, such as PMP / Prince2. Lack of formal qualifications can be compensated by demonstration of expertise and experience in domain
  • Proven ability to communicate effectively orally, using tact and diplomacy, and in writing with also good briefing skills
  • Be able to write comprehensive reports and documents in short time for use by responsible authorities
  • Have computer skills with experience in office support tools (MS Office package, including MS Project) and with Windows environment
  • Have ability to work independently and manage multiple tasks simultaneously under pressure
  • Sense of integrity, diplomacy and propriety in order to work harmoniously with colleagues and other staff, both civilian and military, from NATO and NATO nations, as well as with staff from private scientific/industrial organizations
  • 8+ years project management experience working in a multinational environment success of acquiring and complex C4ISR projects
  • Recent experience of (within 4 years and of at least 3 areas) VoIP systems; routing/MPLS; communications and information systems; command and control systems
  • Technical background based on prior experience to understand all aspects of a CIS Architecture
  • Experience with NATO common-funded acquisition processes and procedures
  • Knowledge of NATO and command with NATO Communications and information Systems (CIS) services
  • Hands on experience and production of comprehensive statements, technical and programmatic documents
  • Must hold Security Clearance NATO Secret
  • Fluent business English; knowledge of another NATO member-state language is an asset

Highly desirable experience

  • Risk Management;
  • Experience in designing and system engineering of military or other C4ISR systems
  • Proven success as Project Team Leader in C4ISR acquisition projects
  • First-hand experience with NATO Bi-SC AIS and their programmatic structure, technical requirements, architectural aspects and implementation processes
  • Experience with NATO investment Committee and their supporting staff
