Sapienza Consulting is recruiting a Support to C3B PoW – Information Management to join NATO – NCIA, at Brussels, Belgium.

Responsibilities

• A Consultant is required to participate and provide expert support to NCI Agency in execution of information management activities related to execution of Information Sharing Work Package and other work Packages as required to advance following objectives:
  • i) C3B Line of Development. Information Management Capability Maturity Model.
  • ii) C3B Line of Development. Information Management Strategic Roadmap
  • iii) C3B Line of Development. Metadata harmonization
  • iv) C3B Line of Development. Production of regulatory documentation and standards
• Primary activities will include production and maintenance of policies, directives, guidance and standards and delivery of consultancy services supporting NATO information and decision superiority through effective and efficient information (data) sharing and reporting. Meeting project objectives will require development and modification of technical products and specifications contributing to NIMA activities and development of STANAGs related to NATO core metadata and confidentiality labelling and binding
• Broad activities are required to meet objectives:
  • i) To provide technical support to NATO entities during IM CMM self-assessment process. Provide close technical support to C3S during assessment period for purpose of analysing results of self-assessment
  • ii) To support development, release and coordination of STANAGs as may be required
  • iii) To provide ad-hoc support to NIMA, related activities and communities as may be required. e.g. NIMAG, DM and MTF CaTs, etc. This may include providing SME support to technical focus areas as they emerge, as well as ad-hoc activities and standing tasks i.e. IM Roadmap, STANAGs and IM Compendium
• To update IM Compendium to consist of categorised IM-related policies, directives, guidelines and standards of NATO-wide applicability for all aspects of managing information throughout NATO Information lifecycle. This includes support and implementation of processes and procedures based on work done in previous projects to support capture, evaluation and implementation of change proposals to IM Compendium and its electronic repositories

Profile

• Expert knowledge of NATO Information Management Policies, Directives, Guidelines and Standards
• Expert knowledge of NATO Security Policies and Directives
• Expert knowledge of Maturity Models and Appraisal Methodologies including CMMI
• Expert knowledge of the NATO initiatives for harmonising metadata use and implementations
• Expert level support in the Capability Maturity Model for Information Management across the NATO Enterprise.
• Expert level support for developing the Information Management Strategic Roadmap.
• Detailed knowledge of Industry and NATO standards in the area of metadata and labelling including the NCMS (STANAG 5636) and STANAG 4774 and STANAG 4778
• Knowledge of methods and mechanisms to resolve metadata translation/mapping between NATO, Alliance and Coalition systems
• In-depth familiarity with NATO organisational and political structures and relationships with NATO and Partner nations
• Familiarity with NATO cross-domain requirements
• Ability to independently produce and edit technical documentation and scientific reports in English
• Excellent communications skills
• Good understanding of the project management methodologies, including PRINCE 2
• Must hold NATO Security Clearance
• Fluent business English; knowledge of another NATO member-state language is an asset
