Sapienza Consulting is recruiting a Principal Assistant to work at NCIA in Mons.

Responsibilities

  • Exercising strict financial control during the execution stage of these allocations, ensuring compliance with NATO and Agency regulations, and guidance provided by the NCI Agency Financial Controller
  • Providing financial expertise to Fund Managers, Project Managers, Service Owner, Demand Management, Buyers, and Acquisition staff
  • Providing analyses and producing management reports (for both internal and external use) regarding revenues, costs, variances from targets, productivity, and other aspects of management control
  • Assist the Senior Finance Staff in Customer Reviews
  • Maintaining financial performance indicators and statistics
  • Assessing and certifying in-year affordability of requirements, and developing recommendations for requirement prioritization
  • Supporting financial analysis of customer requirements, coordinating the cost estimation and financial planning associated with negotiation of Service Level Agreement (SLA) and delivery of ICT services
  • Assisting in the preparation and review of Agency price proposals, and the cost elements of Service Level Agreement s (SLAs)
  • Invoicing of customers in accordance with terms of SLAs
  • Providing technical advice and functional support to Financial Controller, the Chief, Business Management, and to other senior managers within the Finance organization
  • Prepares, administrates and distributes collection vouchers for reimbursement
  • Serving as a footprint and point of entry for all local financial matters
  • Performs the administration and clerical functions for all financial records and files
  • Identifies/verifies the proper funding categories for all purchases and services requested
  • Posts the required accounting records
  • Performs other duties as may be required

Profile

  • Vocational training at a higher level in a relevant discipline, or equivalent combination of appropriate qualifications and experience
  • At least 5 years’ relevant experience at a financial management level in business management or related fields
  • Demonstrable skills and experience in areas such as financial management, resource planning and budgeting, cost analysis, including knowledge of International Public Service Accounting Standards (or equivalent) using automated financial management systems
  • Experience in preparing/conducting statistical sampling methods and reporting
  • Demonstrated ability to work as an integral member of financial management team charged with implementing financial plans and policies
  • Knowledge of and experience using Oracle financials
  • Experience in financial management within a customer funding environment
  • Experience in planning, preparation and production of budget submissions
  • Demonstrated capacity to exercise strong judgement in advising unit leadership, setting priorities, and executing requirements
  • Advanced skills with Microsoft Excel
  • Proven ability to effectively communicate orally and in writing
  • Must hold NATO Secret Security Clearance
  • Fluent in English; knowledge of another NATO member-state language is an asset
  • Candidates must be eligible to work in the EU
