Sapienza Consulting is recruiting a Consultant (CES) & C2 Service Lines to join NATO – NCIA, offsite

Command and Control (C2) Service Line have a requirement for subject matter experts to be embedded with team of NCI Agency staff in support of Scientific Programme of Work for 2020. Consultants will work off-site and regularly coordinate their efforts with team using Agile/Sprint procedures already established.

Responsibilities

Following requirements have been identified to provide technical support for ACT POW 2020. Requirements and skills are extension to and complementary with requirements and skills requested for 2019 POW projects

Information Sharing Scenarios

Consultants are requested to participate and provide expert support to NCI Agency in execution of scientific activities advancing following objectives:

  • ACT Objective 1. Develop and maintain Enterprise Wide CS requirements, technical specifications and architectural products for inclusion in future addenda and CPs
  • ACT Objective 2. Support FMN initiative, by addressing Federated CS, specifically through provision of instructions, architectures, standards and profiles. To assist in defining content of future FMN Spirals
  • ACT Objective 3. Support development of C3 policy and guidance for CS governance, architecture and service management
  • ACT Objective 4. With Stakeholders, develop and produce biennial Statement of Requirement/Minimum Enterprise Requirement (SOR/MER) for future employment of CS in supporting Enterprise
  • ACT Objective 5. Develop and maintain interoperability for federating NATOs CS capabilities with national and partner solutions for use in future mission networks
  • ACT Objective 6. Support implementation of CP 9C0150 through confirmation and clarification of in-place stipulated and submitted user requirements, by developing addenda and supplementary documentation as required
  • C3B Line of Development. Metadata harmonisation
  • C3B Line of Development. Production of regulatory documentation and standards

This work will further develop and contribute to definition of Information Sharing Scenarios for Core and C2 Services. This includes knowledge and expertise in Metadata Labelling, Binding, Binding Profiles, Label to Marking mapping, label interoperability, cross domain information exchanges including Cross-Domain Information Sharing (CDIS) solutions and validation of information sharing Core and C2 Services at various exercise venues such as TIDE Sprint, CWIX and further support may be required for Steadfast Cobalt as added scope to this task

  • Contributing as subject matter experts in these areas requires a depth and breadth of knowledge in NATO Consultation, Command and Control capability within NATO Command Structure as well as expertise in current and planned Core and C2 Services. Work will entail development and revision of technical documentation, preparing briefings on changes and validation results as well as design and development of proof of concept demonstrators for validation purposes• Attendance at coordination meetings and exercise venues may be requestedFollowing activities are seen as necessary to achieve objectives of POW for 2020:
    •  Expert-level support for NATO elements (NHQC3S, ACT HQ and NCI Agency) with emerging Metadata Labelling Strategy and Data Centric Security Strategy. Design of Test Cases and coordination with test partners will be required in preparation for CWIX 2020. This may require demonstration and testing of Data Centric Security (DCS) components
    • Participation in CWIX 2020 trial to support NCI Agency in executing defined Test Cases and preparing Final Report
    • Expert level support for modification, development and validation of Binding Profiles in support of TIDE and CWIX activities
    • Expert level support of NCI Agency to coordinate with nations and development of non-finite binding mechanisms and detailed implementation roadmap for achieving strategic realisation described in Metadata Labelling and Data Centric Security Strategy documents
    • Review and input to achieve revisions to current NATO FMN Implementation Plan, especially profile templates and instructions
    • Expert level support in applying NATO Core Metadata (e.g. NCMS) to operational data and information management (specifically STANAG 5636)
    • Expert level support for development of Core Services technical Architectures using NATO Architecture Framework (NAF) and validation of proposed architecture
    • Expert level support for development of Standards Transformation Framework (STF) and NATO Core Data Framework (NCDF) technical architectures, standards, profiles and validation of said technical artefacts

Profile

  • Expert knowledge of NATO Confidentiality Label Syntax specifications (specifically ADatP-4774 & 4778), profiles and emerging standards
  • Expert knowledge of NATO Metadata Binding Mechanism specifications, profiles and emerging standards, including Metadata Labelling Strategy and Data Centric Security Strategy
  • Expert knowledge of NATO Core Metadata Specification (NCMS), profiles and emerging standards
  • Expert knowledge of Information Management and preparation and application of Capability Maturity Models for IM in NATO Enterprise
  • Expert knowledge of IM Strategy and Roadmap and processes and issues guiding development of each
  • Expert knowledge of NATO C3 Policies, including Data Management Policy
  • Development knowledge of NATO Metadata Binding Service (NMBS) and NATO End Point Labelling demonstrators
  • Detailed knowledge of Industry and NATO standards in area of labelling, binding and marking
  • Detailed knowledge of NATO cross-domain solutions and information exchange requirements
  • Detailed knowledge of FMN concepts, evolutionary strategy and NFIP
  • Detailed knowledge of methods and mechanisms to resolve security label translation/mapping between NATO and NATO national systems
  • Detailed knowledge of Identity and Access Management (IdAM) policies, standards and industry trends
  • Detailed knowledge and experience with Web Service-specific security standards and products including Security Policy Information File (SPIF), SAML 1.x and 2.0, XACML, WS-Security, WS-Trust, Microsoft Active Directory Federation Services (ADFS) v3.0, and competing products in this space
  • Detailed knowledge and experience with Service Oriented Architecture (SOA) implementation concepts including Web Services, SOAP, REST, Publish-Subscribe, XML, WSDL and UDDI, as well as Web Services specifications
  • Detailed knowledge and experience with NATO Core Data Framework (NCDF) and Standards Transformation Framework (STF) concepts, technologies, business cases, standards, specifications and related implementations
  • Detailed knowledge and experience with specific security areas including PKI, X.509, and products including Microsoft Certificate Services and Entrust Certificate Authority. Knowledge of the Enterprise NPKI would be beneficial
  • Expertise in security labelling and object level protection solutions
  • In-depth familiarity with NATO organisational and political structures (especially NHQC3S, ACT HQ and NCI Agency) and relationships with NATO and Partner nations
  • Ability to independently produce and edit technical documentation and scientific reports in English
  • Excellent communications skills
  • Good understanding of project management methodologies, including PRINCE 2 and Agile/Scrum
  • Must hold Security Clearance NATO Secret
  • Fluent business English; knowledge of another NATO member-state language is an asset
  • Candidates must be eligible to work in the EU
