Sapienza Consulting is recruiting a Principal Administrator (Head Programme Support) to join NATO – NCIA, at Mons, Belgium.

Responsibilities

With guidance from Chief Business Management Mons, incumbent will perform duties such as:

  • Exercising financial control during execution stage of funding allocations, ensuring compliance with NATO and Agency regulations, and guidance provided by NCI Agency Financial Controller
  • Providing financial expertise to Fund Managers, Project Managers, Service Owners, Account Management, and Acquisition staff
  • Providing analyses and producing management reports (for both internal and external use) regarding revenues, costs, variances from targets, productivity, and other aspects of management control
  • Assist Senior Finance Staff in Customer Reviews;Assessing in-year affordability of requirements, and assisting to develop recommendations for requirement prioritization;
  • Supporting financial analysis of customer requirements, coordinating cost estimation and financial planning associated with negotiation of Service Level Agreement (SLA) and delivery of ICT services
  • Assisting in preparation and review of Agency price proposals, and cost elements of Service Level Agreements (SLAs)
  • Billing of customers in accordance with terms of SLAs;Providing technical advice and functional support to Chief, Business Management, and to other managers within Finance organization;
  • Assisting in serving as point of entry for all local financial matters
  • Perform administration and clerical functions for all financial records and files
  • Assist to identify / verify proper funding categories for all purchases and services requested
  • Perform other duties as may be required

Profile

  • Vocational training at higher level in relevant discipline, or equivalent combination of appropriate qualifications and experience
  • At least 5 years’ relevant experience
  • Demonstrable skills and experience in areas such as financial management, resource planning and budgeting, cost analysis using automated financial management systems
  • Experience in preparing financial reports
  • Demonstrated ability to work as an integral member of financial management team charged with implementing financial plans and policies
  • Experience in planning, preparation and production of budget submissions;
  • Microsoft Excel skills
  • Proven ability to effectively communicate orally and in writing
  • Must hold NATO Security Clearance
  • Fluent business English; knowledge of another NATO member-state language is an assetDesirable
  • University Degree in a relevant discipline
  • Knowledge of NATO Financial Regulations
  • Knowledge of CIS systems and experience in managing CIS logistics support
  • Advanced skills with Microsoft Excel
  • Previous use of Oracle R12
  • Knowledge of International Public Sector Accounting Standards (IPSAS)
  • Knowledge and/or experience with customer funding
  • Prior experience of working in an international environment comprising both military and civilian elements
  • Knowledge of NATO responsibilities and organization, including ACO and ACT
