Sapienza Consulting is recruiting a Transmission Service Manager (DCIS / SATCOM) to work at NATO NCIA in Mons, Belgium.

Responsibilities

Largely under own initiative, taking guidance and direction from Deployable SATCOM Engineer and the DCIS Principal Service Delivery Manager and his designated staff, incumbent will perform duties as Transmission Service Manager. Incumbent will serve as single customer-facing point of contact representing all NSII transmission services (HF, DLOS, TACSAT, SHF SATCOM, ASNMC and EMS, etc.) to Deployable CIS (DCIS) group and NATO CIS Group (NCISG) in support of Service Level Agreement (SLA). These duties include:

  • Developing and maintaining Service Delivery (preventive maintenance) and project upgrade schedules
  • Developing and maintaining DCIS Service Configuration Management Plans (CMP)
  • Developing and maintaining contributions to DCIS service catalogue
  • Coordinate budget activities and serve as primary interface with DCIS financial point of contact for purchasing
  • Attending meetings to discuss support to external maintenance elements
  • Attend customer meetings to discuss service delivery, coordinate project and maintenance schedule and provide timely updates
  • Provide feedback and participate in solutions development to support Quality Improvement processes
  • Coordinate service transition from project to operations
  • Coordinate testing, evaluation and acceptance of project deliverables
  • Coordinate security accreditation testing and evaluation to insure readiness
  • Coordinate with DCIS IKM in organization of NSII information and knowledge contributions
  • Manage allocation and tracking of spares for external maintenance activities
  • Serve as primary point of contact within NSII for all NSII Transmission Service ITSM-related activities to include service group development, triage for incident trouble tickets and service/change requests (authorized service interruptions, configuration changes, etc.); assignment of tickets to appropriate resolution group, tracking ticket closure performance and tracking SLA compliance

Profile

  • Required Security Clearance: NATO Secret
  • University Degree in Electrical and/or Electronics Engineering, Telecommunications, or a related discipline with 4 years post related experience; or a Higher Secondary education and completed advanced vocational / military training in that discipline leading to a professional qualification or professional accreditation (military rank, position and experience applies) with 5 years post related and 2 years function related experience
  • Managing through-life support (spares provisioning, maintenance scheduling, training development, outage coordination) for complex transportable SHF satellite communications systems to include RF chains, management and control software, network subsystems, environmental controls and power generation and distribution subsystems
  • Deployable Line of Site (DLOS) wireless communications(VHF, NATO IV band);
  • Tactical Satellite Communications (UHF); Beyond Line of Site (BLOS) radio communications equipment (HF)
  • Knowledge of Satellite Communications Modems with TRANSEC; Electronic Protected Modems (EPMs), cryptographic equipment, routers, switches
  • Candidate shall have experience in area of defense systems life support and management
  • Experienced in implementation and/or adaptation of ITIL, Prince2, and/or SCRUM methodologies
  • Thorough knowledge of English, both written and spoken
  • Proven ability to communicate effectively orally, using tact and diplomacy, and in writing with good briefing skills with appropriate level of maturity in a customer facing role
  • Ability to read, analyze and comment on developmental documents
  • Ability to write related SOPs and maintenance support documents
  • Experience in applying information technologies in industry, government and/or defense organizations
