The European GNSS Agency (GSA) is responsible for the operations and service provision for the European Global Navigation Satellite Systems (GNSS) EGNOS and Galileo. By developing a new generation of GNSS, Europe is laying the foundation for new high-technology industry development, leading to job creation and economic growth. These European flagship space programmes, which embody what can be achieved when Europe works together, are already bringing real benefits to people and business in Europe and around the world.
The Galileo Security Monitoring Centre (GSMC) is an integral part of the Galileo infrastructure responsible for monitoring and responding to security threats and alerts, and the overall operational status of systems components. For Public Regulated Services (PRS), the Centre is the interface with governmental entities for cryptographic keys requests. The GSMC also oversees the content of security messages broadcast by Galileo satellites and supports the European External Action Service in case of threat to the security of the European Union or of a Member State.
The GSMC is currently composed of four teams (operational, engineering, facility management and security) working together under the leadership of the Head of GSMC in the following locations:
•GSMC Master site – Saint-Germain-en-Laye, France;
•GSMC Backup site – San Martin de la Vega, Community of Madrid, Spain.
The GSA is looking to recruit qualified engineers to support key activities of the Galileo Security Monitoring Centre. The desirable profiles are:

2.Engineering Support Officer

The Configuration Support Officer (profile 1) will support the GSMC project activities, reshape the integrated logistic support of the centre in line with the systems evolutions and assist the GSMC Operational team to develop and update documents maintenance operations. He/she will have the following main tasks and responsibilities:
•Participate in GSMC projects by setting or reviewing technical requirements or leading technical activities;
•Contribute to Galileo engineering reviews (Design, Qualification and Acceptance reviews);
•Support the GSMC transversal activities (reporting, risk management, procurement activities, etc.);
•Support and follow-up the evolutions of the Integrated Logistic Support (including participation to the ILS working group, Anomaly Review Boards and Change Control Boards);
•Identify the specificities for COMSEC hardware items and propose solutions for their appropriate disposal;
•Contribute to the GSMC Configuration management database with logistic support information, including status of spare stock and RAMS review;
•Actively support the evolutions of the IT maintenance process in line with Galileo system evolution and continuous improvement;
•Delivering and monitoring Maintenance monthly report on the performance of the Galileo systems maintenance activities and perform consequent updates in the Maintenance Scheduling Tool;
•Support the GSA in the update of relevant training material and re-train operators under the guidance of the Maintenance process owner.
The Engineering Support Officer (profile 2) will be responsible for the configuration and change management processes of the department. He/she will be also supporting the Anomaly management and Validation activities as well as the training and certification activities by:
•Organising Anomaly Review Boards and Configuration Change Boards, ensuring the correct interfacing of the GSA PA/QA headquarters processes;
•Maintain the Configuration Management Database and organise configuration audits and inventory checks;
•Draft Test Cases and prepare Validation Reports;
•Support the coordination, scheduling and execution of training & certification and test activities;
•Prepare Training and Certification Reports.
The abovementioned tasks and responsibilities will be conducted in the English language.
The GSMC Support Officers shall be available for occasional on-call duties in line with the GSA’s applicable rules related to on call duty.
Frequent missions and possible detachment to GSMC Backup site (Madrid, Spain), and occasional travel to other GSA locations are foreseen for these posts.
MINIMUM QUALIFICATIONS
The selection procedure is open to applicants who satisfy the following eligibility criteria, on the closing date for application:
1.Have a level of education which corresponds to completed university studies of at least three years attested by a diploma
2.Be a national of a Member State of the European Union
3.Be entitled to his or her full rights as citizen
4.Have fulfilled any obligations imposed by the applicable laws concerning military service
5.Meet the character requirements for the duties involved
6.Have a thorough knowledge of one of the languages of the European Union and a satisfactory knowledge of another language of the European Union to the extent necessary for the performance of his/her duties
7.Be physically fit to perform the duties linked to the post
SELECTION CRITERIA
All eligible applications, according to the afore-mentioned criteria, will be assessed against the requirements listed below.
The Selection Board responsible for this selection will determine the criteria to be assessed in the various phases of the selection procedure (assessment of the application forms, interview and written test) prior to being granted access to the names of the applicants. Essential criteria
1.Professional experience in project management

b.operational engineering activities, as well as, experience in IT, aerospace or defence system or programme, and in configuration, change or anomaly management processes – for Engineering Support Officer
Advantageous criteria
4.Previous experience in working with classified information and preferably holding Personnel Security Clearance at or above SECRET UE level
5.Experience in working in an international environment
6.Experience in drafting processes and procedures preferably following ITIL best practices
7.Professional experience in (depending on the profile): a.supporting and/or managing ILS and/or maintenance activities preferably for an operational centre – for Configuration Support Officer, or
b.defining, improving and/or reviewing configuration management process, change management process, anomaly management process, validation activities, as well as, experience in the Galileo programme and/or other space or defence systems – for Engineering Support Officer
