The European GNSS Agency (GSA) is responsible for the operations and service provision for the European Global Navigation Satellite Systems (GNSS) EGNOS and Galileo. By developing a new generation of GNSS, Europe is laying the foundation for new high-technology industry development, leading to job creation and economic growth. These European flagship space programmes, which embody what can be achieved when Europe works together, are already bringing real benefits to people and business in Europe and around the world.

The Galileo Security Monitoring Centre (GSMC) is an integral part of the Galileo infrastructure responsible for monitoring and responding to security threats and alerts, and the overall operational status of systems components. For Public Regulated Services (PRS), the Centre is the interface with governmental entities for cryptographic keys requests. The GSMC also oversees the content of security messages broadcast by Galileo satellites and supports the European External Action Service in case of threat to the security of the European Union or of a Member State.

The GSMC is currently composed of four teams (operational, engineering, facility management and security) working together under the leadership of the Head of GSMC in the following locations:
•GSMC Master site – Saint-Germain-en-Laye, France;
•GSMC Backup site – San Martin de la Vega, Community of Madrid, Spain.

Responsibilities

The GSMC Technical Facility Officer will support the GSMC Facility Management and the Technical Manager in the area of building facility management services. He/she will be covering the following list of tasks:
•Contribute to service contracts specifications and management of suppliers’ services execution;
•Support interactions with the building owner of the GSA premises in France (Ministry of Defence Infrastructure Department);
•Draft and follow Work Orders until delivery by suppliers;
•Monitor Key Performance Indicators (KPIs) and check against service level agreements (SLAs);
•Check the implementation of safety, security, quality processes and procedures;
•Ensure logistical support;
•Contribute to building infrastructure technical requirements specifications or designs;
•Contribute to the coordination and reporting with other GSMC teams;
•Participate in the on-call roster: he/she may be called for the execution of on-call procedures outside normal working hours and to follow relevant training. When planned, he/she shall be able to come back to the GSMC within a defined timeline;
•Perform other relevant duties as required, such as acting as backup for other staff, particularly in technical and engineering areas.

Personal certifications: he/she may be required to follow training courses and to obtain relevant certifications in order to perform his/her duties (e.g. electrical systems operations).

Location: His/her responsibilities will initially be focused on the site of assignment (GSMC Master site in France). The officer may be subsequently requested to contribute to similar activities at the GSMC Backup site in Spain (occasional missions and possible detachment or permanent relocation) or similarly to other GSA sites. Other occasional missions such as to the GSA Headquarters in Prague (Czech Republic) are possible.

Language: the working language is English. Nevertheless, due to the location of the GSMC Master site a significant part of the tasks and responsibilities will be conducted in French for what concerns communication with local suppliers (e.g. maintenance) and hosting entities.

Profile

MINIMUM QUALIFICATIONS

The selection procedure is open to applicants who satisfy the following eligibility criteria, on the closing date for application:
1.Have a level of education which corresponds to:
•post-secondary education attested by a diploma,

•secondary education attested by a diploma giving access to post-secondary education and appropriate professional experience6 of three years
2.Be a national of a Member State of the European Union
3.Be entitled to his or her full rights as citizen
4.Have fulfilled any obligations imposed by the applicable laws concerning military service
5.Meet the character requirements for the duties involved
6.Have a thorough knowledge of one of the languages of the European Union and a satisfactory knowledge of another language of the European Union to the extent necessary for the performance of his/her duties
7.Be physically fit to perform the duties linked to the post

SELECTION CRITERIA

All eligible applications, according to the afore-mentioned criteria, will be assessed against the requirements listed below.

The Selection Board responsible for this selection will determine the criteria to be assessed in the various phases of the selection procedure (assessment of the application forms, interview and written test) prior to being granted access to the names of the applicants. All essential criteria will be assessed during the applications evaluation phase.

Non-compliance with any of the essential criteria may result in the exclusion of the candidate from the selection process. Advantageous criteria constitute additional assets and will not result in exclusion, if not fulfilled.

Essential criteria
1.Knowledge (by training or experience) of building facility systems (e.g. heating, cooling and ventilation systems, electricity systems, fire systems, water systems, lighting, centralised building management systems);
2.Experience in contract management preferably in the area of building maintenance, or soft services;
3.Very good command of both written and spoken French;
4.Very good command of both written and spoken English;

Advantageous criteria
5.Higher education or university degree in a relevant field (e.g. Engineering, Construction, Physics, IT, Exact sciences, etc.);
6.Experience in working in a 24/7 IT environment (e.g. data-centre) and/or in security technology (access control systems/security systems);
7.Previous experience in working with classified information and preferably holding Personnel Security Clearance at or above SECRET UE level;
