The Senior Cost Analyst is responsible for analyzing and billing government and commercial contracts, and ensuring compliance with policies and government contract clauses.

Responsibilities

  • Ensure timely & compliant Earned Value Management (EVM) reporting and all contract modifications are appropriately structured, documented, planned and incorporated into the Contract Budget Baseline (CBB)
  • Manage program costs and hours for billing submittals and ensure incurred cost submissions are compliant to Federal Acquisition Regulations (FAR)
  • Work breakdown structure (WBS) development; budget planning, execution and tracking; financial metrics
  • Prepare cost estimates based on program acquisition strategy, deliverables, schedule, and operations and support concepts
  • Liaise key information requirements with the Contracts Team and Project Managers to support project cost estimating team
  • Assist in the preparation of Program Life Cycle Cost Estimates (PLCCEs) and analyses, Cost Benefit Analysis (CBA’s), Cost Comparison Analysis (CCAs), Business Case Analysis (BCA’s), and Cost as an Independent Variable analysis (CAIVs)
  • Administration of the timekeeping system
  • Other duties as assigned

Profile

  • Requires bachelor’s degree in business, finance, accounting or related field
  • Minimum 7 years of experience providing Cost estimating, Scheduling or program control expertise within DoD or government contracting environment
  • Must have an understanding of Federal Acquisition Regulations, Cost Accounting Standards, DCAA requirements, and Federal Travel Regulations applicable to execution and reporting on government contracts
  • Preference may be given to candidates with experience working in direct support of a program office (e.g., PMO)
  • Preference may be given to candidates with Earned Value Management (EVM) or program experience.
  • Experience with SAP accounting
