About this job

Within the Unit Human Resources and Services,  Workforce Planning and Staff Development manages workforce planning and job design, recruitment, staff development and staff performance management. Recruitment covers the process of attracting, selecting and appointing suitable candidates and executing the outbound secondment process. In addition, the service manages the administration of trainees and temporary personnel.

Responsibilities

  • Develop and implement a recruitment strategy to attract, assess and hire the best skilled staff needed for the Agency activities;
  • Lead the recruitment and mobility  processes (e.g. interviewing, evaluating candidates, chairing selection boards) in compliance with rules and policies;
  • Develop a job advertisement plan and lead or participate to events and activities to promote EUROCONTROL as an employer, develop an employer brand that showcases diversity and a high performing culture;
  • Provide advice on selection & recruitment strategies, innovation and trends, etc.;
  • Conduct researches, analysis and develop proposals to modernise relevant policies (including testing, sourcing, recruitment advertising) responding to strategic and business objectives;
  • Evaluate data, guidelines, procedures and tools, identify and propose improvements ensuring best practices;
  • Maintain and further develop expertise in selection & recruitment, identify training opportunities to ensure knowledge of the various actors involved in the recruitment process;
  • Perform any other task in line with the main purpose of the job.

Profile

  • Completed university studies of 4 years in Human Resources or 3 years with at least 1 year of relevant working experience. Having a Master’s degree  would be an asset.
  • In addition to the above, a minimum of 4 years’ relevant experience in recruitment processes and policies. Experience in other Human Resources domain (staff development, mobility, staff planning, …) would be an asset.
  • Internal candidates should check on the intranet to see what level of in-house experience is considered equivalent to educational qualifications where appropriate.
  • Experience in selection & recruitment, screening of applications, assessment & interview of candidates, recruitment policies development, etc.
  • Knowledge of assessment tools (questionnaires and tests). Certification in professional recruitment tools and practices would be an advantage.
  • Knowledge in the development of job branding/advertisement plan.
  • Knowledge of and keen interest in innovative recruitment trends.

  • The working languages of the Agency are English and French. For this particular post a thorough knowledge of one of the working languages of the Agency and satisfactory knowledge of the other language, to the extent necessary to perform the described duties, are required.
