GSA AND GALILEO SECURITY MONITORING CENTRE
The European GNSS Agency (GSA) is responsible for the operations and service provision for the European Global Navigation Satellite Systems (GNSS) EGNOS and Galileo. By developing a new generation of GNSS, Europe is laying the foundation for new high-technology industry development, leading to job creation and economic growth.
The GSMC is an operational centre of the GSA. It contributes to the fulfilment of the GSA mission by ensuring that sensitive information relating to the use of Public Regulated Services (PRS) is suitably managed and protected and not exposed to Galileo Control Centres.

Responsibilities

TASK AND RESPONSABILITIES
The Operations Analyst will support the Security Monitoring, the PRS Access operations, the application of the Council Decision 2014/496/CFSP and will contribute to the Security expertise/analysis. The Operations Analyst will report to the GSMC Operations Manager and will be in principle responsible to:

– Under Service Operations
• Ensure the organisation of GSMC operations, including schedules, availability of operators, availability of infrastructure and GSMC business continuity planning in coordination with other GSMC teams;
• Initiate investigation of incidents, raising observations and anomaly reports. Attend and chair the Anomaly review boards as required;
• Analyse GSMC/Galileo System operational data and contribute to reports;
• Support the development of operational procedures, processes, documentation and training plans;
• Conduct studies and trend analysis on the GSMC operations or service provision, to support the lessons learnt and improvement processes;
• Manage contracts providing operational support, outsourced operations or operations engineering support, including drafting the terms of reference and the management of contract execution. Act as the project officer for external support work packages designed to enhance the GSMC’s capability;
• Provide advice and expertise to current GSMC Operations team, as well as external stakeholders such as Member States and European Institutions;

– Under Service Transition
• Support the Service Validation campaigns for new Galileo Infrastructure releases and contribute to the validation of other GSMC core services;
• Support development and coordination of Service Validation Plans and Reports;
• Support the GSMC Operations, Service and Configuration Review Boards;
• Work closely with the engineering team to develop new requirements, operational scenarios and procedures, and optimise the existing ones.
The GSMC Operational Analysts will be required to be on “on call” duty and might be requested to work also on shifts. To that extent, the necessary training will be organised by the GSA and the GSMC Operational Analyst will have to pass the relevant operational training and evaluations for both roles in order to remain qualified for the post.

Place of employment:
The job holder initial place of employment will be Saint-Germain-en-Laye. However, the job holder may be requested to go on frequent missions or have temporary relocation to other GSA sites (Spain and Czech Republic) to perform similar tasks to those in France.

MINIMUM QUALIFICATIONS
The selection procedure is open to applicants who satisfy the following eligibility criteria, on the closing date for application:
1. A level of education which corresponds to completed university studies of at least three years attested by a diploma
2. Be a national of a Member State of the European Union
3. Be entitled to his or her full rights as citizen
4. Have fulfilled any obligations imposed by the applicable laws concerning military service
5. Meet the character requirements for the duties involved
6. Have a thorough knowledge of one of the languages of the European Union and a satisfactory knowledge of another language of the European Union to the extent necessary for the performance of his/her duties
7. Be physically fit to perform the duties linked to the post
