EMW, Inc., has been awarded a 3-year, $40 million single-award IDIQ contract for the Support Service Contract for Cyber Defence from the NATO NCI Agency.

The NCI Agency delivers secure, coherent, cost-effective and interoperable communications and information systems and services in support of consultation, command & control and enabling intelligence, surveillance and reconnaissance capabilities for NATO. NCI Agency headquarters is located in Brussels, Belgium, and the agency operates in over 30 locations throughout Europe, North America, and South-East Asia.

Under the contract, EMW will provide a wide range of services throughout the various NCI Agency directorates. The services or “competency areas” include all facets of Cyber Defence.

Responsibilities

Under guidance of Section Head IV&V Facilities or his/her designate, incumbent will perform following duties:

  • Programme Toolset Support Plan Activities
    • Contractor shall, after consultation with the Project Manager prepare its initial version of Programme Toolset Support Plan.
    • Detailed inventory of Toolset, including installation installed instances and versions, configurations, physical locations and licenses available and being used.
    • Detailed inventory of current operations and support procedures, responsibilities and execution efficiency. It includes user management, back-up and restore, monitoring, reporting and support.
    • Assessment of performance & availability and identification of any factors that could influence it adversely.
    • Establish opportunities for alignment with existing NCI Agency support processes and agreements (e.g. ITSM and Service Support Desk).
    • Identify dependencies on 2nd and 3rd level support organizations within NCIAgency and software vendors (support contract) to perform support processes.
    • Recommendations for improvements, including fixes, version upgrades, operations procedures, performance, availability, number and types of licenses available and in use.
    • Recommendations for User and Operations Staff support and Education
    • Contractor shall agree, prioritize and plan with the Project Manager actions for implementing these recommendations.
  • 2 Tool Update Tasks
    • As soon as Programme Toolset Support Plan is prepared; the contractor shall perform following tasks:
    • All necessary updates identified in the plan will be performed.
    • Scripts including the backup scripts will be updated.
    • New tools procured in the last purchase will be installed and integrated with current toolset. Their backup will integrated with the current backup policy.
    • Backup policy will be tested and recovery schema will be created.
  • 3 Inspection and Health Checks.
    • Contractor shall execute, on a regular basis, an inspection of the health of Tools Set, including inspection of logs, review of performance, review of results of executed processes and analysis of any incident that may have occurred. Inspection will also analyse any risks for a future deterioration of performance & availability of Tools Set. The following are tasks that will be executed in this context
    • Contractor shall write an Inspection Report, which will summarize the results of the Inspection and propose actions to remediate any faulty or risky situation.
    • Contractor shall review the tools set and identify those aspects it considers to represent a high or medium risk (in terms of impact and probability) to successful execution of the project.
    • Contractor shall also provide any recommendations or suggested changes to tools set that would improve its ability to perform the programme management and integration services.
    • Report shall list each discrepancy or suggested change, the relevant document of reference, the rationale for the change, and a rating of the criticality of the discrepancy (low, medium, or high).
    • Contractor shall agree, prioritize and plan with the Project Manager actions as proposed in the Inspection Report.
  • 4 Providing Support and Maintenance Services
    • Contractor shall provide 2nd line support services for the TV&V Tools Set installed

Essential

  • Bachelor’s Degree or similar certification, applied informatics, computer science, information science or related discipline.
  • Technical certification or accredited equivalent experience working with MS SharePoint environments.
  • Technical certification or accredited equivalent experience working with following tools:

  • Knowledge of NATO responsibilities and organization, including ACO and ACT.
  • At least 2 years of experience in the administration of MS Windows Server 2012/2016 (AD Services, Group and Security Policies, DNS, DHCP, WSUS, CA)
  • Prior experience of working in an international environment comprising both military and civilian element;
  • Prior experience working with the Programme Management and Integration Capability (PMIC)

Desirable

  • Technical certification or accredited equivalent experience in networking and routing protocols.

Experience:

Essential

  • At least 3 years of professional experience in maintenance and administration of SharePoint portals for a large organization.
  • Experience in deploying, maintaining and supporting system management tools.
  • Competent in the use of Microsoft Office applications
  • Technical expertise in Web Content Management, Document Management Systems and Web Browsers
  • Demonstrated knowledge and experience in the application of Web standards
  • Ability to effectively prepare and maintain technical documentation

Desirable

  • Experience in development with dynamic script languages
  • Working in international environment comprising both military and civilian elements
  • Basic formation about Information and Knowledge Management (IKM) in NCIA or other multinational
  • 2 (two) years’ experience in PMIC . Familiarity of current TV&V – PMIC ADFS, network and tool install bases.

Working Environment

  • The working environment will be Agency’s Facility in The Hague, NLD. The incumbent will work in normal office environment and test labs (if necessary).

Travel requirements

  • Incumbent will be located in The Hague but business travel to NATO and national (NATO and non – NATO) facilities is part of the scope.

Quality Assurance

  • A formal monthly meeting between the Contractor and the Section Head will be scheduled in order to evaluate the Contractor’s performance.

NCIA Furnished Property and Services:

  • All computer/network related equipment and standard office equipment will be provided by NCIA.
  • Contractor Furnished Services: Contractor shall furnish everything required to perform the contract except for the items specified in NCIA Furnished Property and Services above.
