ESSP, a private company with 7 major European Air Navigation Service Providers as shareholders, manages the operation and supports the adoption of the European Satellite Based Augmentation System to GPS: EGNOS.

The adoption of this service is rapidly growing given it allows correcting the GPS signal and offers enhanced features with accurate positioning and integrity within safety-of-life services context such as public transportation.

Responsibilities

As a member of ESSP’s Management Team, the Compliance Management Unit Manager makes sure that the company complies with the various standards and regulations related to quality, project control, export control, certification, qualification audits, risk management and safety. He/she is also accountable for definition of the Management System and its proper implementation through adequate company’s processes.

Main responsibilities:

  • Is accountable for the definition of the Management System and its proper implementation through adequate company’s processes and ensures liaison with external parties and subcontractors on this matter;-Is accountable for the definition and implementation of the company’s quality assurance policy, in conformity with the ISO (9001) standard – and for the maintenance of the associated certificates;
  • Is accountable for the definition and implementation of the company’s project control policy;
  • Is accountable for the definition and implementation of the company’s safety policy, in conformity with the applicable regulation (Single European Sky for aviation, TBD for potential new EGNOS services) and ensures that the President is advised as to the directions to be taken in matters of safety – and for the maintenance of the associated certificates.
  • Is accountable for the company certification wrt to such regulations; ensures the interface with the relevant Supervisory Authority/authorities;
  • Is accountable for the definition and implementation of the company’s oversight and audit policy;
  • Is accountable for the definition and implementation of the company’s risk management policy, the company risk register and for challenging the organization to report risks and to define and implement risk mitigations;
  • Is accountable for the contingency plans establishment, implementation, maintenance and tests;
  • Is accountable for the definition and implementation of the company’s document management policy;
  • Is accountable for the definition and implementation of the company’s internal processes;
  • Is accountable on the fact that the operators and maintainers of services provided (when relevant) are being qualified to operate and maintain the system release operated and that this qualification credit is maintained for each change deployment;
  • Ensures the interface with the relevant Supervisory Authority/authorities;
  • Is responsible for the Company’s operations compliance with all its legal obligations in the domain of the applicable export control regulations and for reporting to the empowered official (i.e. President) on the compliance to export control;
  • Ensures the harmlessness of the systems that the company operates;
  • Contributes to the definition and the implementation of the company strategy;
  • As a Member of the Management Team, actively participates to management meetings and reviews;
  • Advises the President on the orientations to take regarding the qualification and certification policy;
  • Ensures the compliance to customers’ requirements, and to regulatory and standards requirements;

Profile

Generic Skills:

  • Experience in budget management
  • High level of English (B2-C1) – CECRL

Specific Skills:

  • Knowledge of quality standards (ISO 9001)
  • Knowledge of Air Traffic Management and EASA regulation is a plus
  • Knowledge in Export Control regulation
  • Experience in large projects management
  • Knowledge of Satellite Navigation, technical knowledge of EGNOS  system is a plus
  • Knowledge of qualification process in the space field is a plus
  • Good knowledge of technical documents and methodologies (safety, certification, security and qualification)

Job Specifications:

  • Available for regular travel, particularly in Europe.
  • Subject to constraints of minimum presence during paid holidays (July/August, Christmas, February, Easter)

Job Requirements:

  • At least 10 years experience in an equivalent function
  • Experience of working in operational environments (nuclear centers, Air Traffic Control) would be a plus
  • Master in Engineering or equivalent
  • Significant experience in a similar position (quality, methods, safety, project control)
