The European GNSS Agency (GSA) is responsible for the operations and service provision for the European Global Navigation Satellite Systems (GNSS) EGNOS and Galileo. By developing a new generation of GNSS, Europe is laying the foundation for new high-technology industry development, leading to job creation and economic growth. These European flagship space programmes, which embody what can be achieved when Europe works together, are already bringing real benefits to people and business in Europe and around the world.

The GSA’s core mission is to ensure that European citizens get the most out of Europe’s satellite navigation programmes. The Agency does this by:

Designing and enabling services that fully respond to user needs, while continuously improving the European GNSS services and infrastructureManaging the provision of services that ensure user satisfaction in the most cost efficient mannerEngaging market stakeholders to develop innovative and effective applications, value-added services and user technology that promote the achievement of full European GNSS adoptionEnsuring that European GNSS services and operations are thoroughly secure, safe and accessibleThe GSA is operated and supported by a multicultural team of professionals with interdisciplinary expertise working to ensure that the end-user is kept at the centre of Galileo and EGNOS.

Underpinning these efforts is the GSA’s Finance Department, which supports the Agency in achieving its goals, particularly regarding all matters related to budgeting and financial management. The Finance Department is part of the GSA’s administration platform, under the steering and supervision of the Head of Administration.

Responsibilities

The Accounting and Budget Correspondent will support the accounting activities by acting as an interface between the GSA, the Accounting Officer and his/her services (based in the European Commission, Directorate-General for Budget) and the accounting correspondents of the GSA’s funding Directorate-Generals (DGs).

The selected candidate is expected to provide full back-up and support to the accounting activities, making sure that the accounting environment of the GSA is meticulously monitored by implementing a series of internal controls and procedures as required by the Financial Regulation, the GSA or the European Commission. The selected candidate is also expected to provide support to the Budget Officer in the monitoring and management of the GSA core budget, including acting as Financial Verifying Agent on financial transactions, and also provide back-up, as necessary to reporting on delegated budget The selected candidate will report to the Head of Finance (or his/her assignee).

The jobholder’s tasks and responsibilities will in principle include:

Providing full back-up and support to the Accounting activities;Contributing to the accounting related financial reporting between the GSA, DG Budget, the funding DGs, the European Court of Auditors and, if applicable, GSA contractors;Providing back-up, where necessary, on the reporting tasks for delegated budget;Supporting the management of the GSA’s role within the year end activities, ensuring compliance with DG Budget’s instructions and a high-quality input;Undertaking, monitoring and supervising the issuing of financial capacity assessments for third parties applying to the Agency’s procurement and grant procedures;Providing support to the Budget Officer in the management of core budget, including missions budgeting, monitoring of payment execution and preparation of the annual budget implementation report;Producing and distributing the required reporting packages as well as maintaining proper archives, records and databases;Acting as Financial Verifying Agent on financial transactions;Controlling the accounting and budgetary accounting ledgers, verifying the input of financial data in the ABAC/SAP systems, and working closely with financial actors in order to initiate corrective procedures aimed at aligning them;Providing training to other departments on financial issues;Performing other tasks of or related to the accounting and budgeting functions or otherwise supporting the administrative function as necessary or requested by the Head of Finance.
