ESA is looking for a Systems Security Engineer.

Description

Systems Security Engineer in the Commercial User Segment and Navigation System Validation Section, RF Systems Division, Electrical Department, Directorate of Technology, Engineering and Quality (TEC).

The Commercial User Segment and Navigation System Validation Section provides support to design, development and testing of pre-commercial and commercial ground (user/infrastructure) equipment, typically through ESA’s co-funded R&D programmes (e.g. GSTP and NAVISP Element 2). It supports the implementation and testing of satellite navigation, telecom, and Earth observation systems, including the development of dedicated test facilities. The section work covers both institutional and commercial programmes, including the validation and service preparation of existing navigation systems (e.g. Galileo and EGNOS) with management of the associated tools and test facilities, and development of GNSS (e.g. EGNOS and Galileo) Ground Segments Element (phase C/D) equipment design, procurement and testing.

In addition, it provides expertise to ESA programmes and projects for security engineering and accreditation engineering work.

Responsibilities

You will report to the Head of Section and, within the technical fields described above, you will contribute to the Section’s work in the area of security. As part of your duties, you will act as Information Security and Project/System Security Officer for the Directorate of Technology, Engineering and Quality (TEC). In addition, you will support the TEC Offices in charge of the TEC IT systems infrastructure and architecture with the focus on security aspects and will be the focal point for security matters related to IT in the Directorate.

General responsibilities include the following:

  • Providing expertise in support of ESA projects for the implementation of security within the systems, supporting  security engineering tasks under the specific functional responsibility for the projects;
  • Providing expertise in support of the ESA Security Office for implementation of the ESA Security framework;
  • Supporting security accreditation tasks under the accreditation authority’s functional responsibility;
  • Providing expertise for TEC-managed processes and projects in the security area, acting as Project Specific Security Officer/Zone 5 Security Officer as required;
  • Participating in the follow-up of industrial contracts related to procurement of expertise, technology development, laboratory tools, equipment, etc.;
  • Monitoring applicable technological trends and maintaining state-of-the-art expertise;
  • Contributing to dissemination of the results of activities performed and the transfer of knowledge across the Agency.

As part of the role of Information Security Officer and Project/System Security Officer and in line with ESA Security Directives:

  • Ensuring the security of the information that is under the ownership, custody or control of the TEC Directorate;
  • Coordinating the preparation and implementation of the Directorate’s Information Security Management Plan (ISMP);
  • Assessing and managing the TEC Directorate Projects Security Risks;
  • Helping to define and propose Cyber Security Implementation Policy and supporting its implementation plan for the TEC Directorate;
  • Supervising the security of the Directorate IT systems, specifying and maintaining the system Security Operating Procedures (SECOPs) for TEC IT managed systems and services in line with the evolution of the ESA Security Directives;
  • Acting as main interface with the ESA Security Office (ESO) for the above tasks;
  • Participating in the Agency-wide network of Project/System Security Officers;
  • Planning and conducting security-related training and briefings as needed for the TEC Directorate.

As part of the role of TEC IT system architect in support of the responsible organisational units:

  • Ensuring the various TEC IT tools and services are integrated and in line with the Directorate’s IT architecture plan;
  • Helping to formalise requirements for IT architecture evolution;
  • Providing technical leadership of activities related to the design, deployment, evolution and operation of the existing technical IT infrastructure and related services;
  • Leading the evaluation of new and emerging IT technologies, including hands-on experimentation, and providing an informed point of view and advocacy within the TEC organisation.

When on duty and in the event of an emergency, you will be required to be able to take action outside nominal working hours and, if necessary, to be able to reach the site.

Profile

Technical competencies

General background and specific experience in the technical domains covered by the position
IT systems architecture and IT technologies
Experience of managing security processes and security auditing standards
Security architecture, networks and communication systems for classified IT applications
ISO 27001 standard and protection against cyber security threats
Security engineering and associated disciplines, in particular communications and network security
Experience in laboratory activities and management
Experience in the preparation of procurement activities for technology development and innovation (statements of work, proposal evaluation, etc)
Experience in the management and monitoring of industrial activities, including participation in reviews

Education

A Master’s degree in telecommunications, security, computer science or aerospace engineering is required.

Additional requirements

A good background in security engineering as applied to space and RF and IT systems is required. In particular, solid experience and expertise in one or more of the five main security domains (i.e. Information Protection, Personnel Security, InfoSec/COMSEC, Physical Security, and Business Continuity Management) are required and preferably demonstrable with relevant qualifications.
