Description
Product Assurance and Safety (PA&S) Engineer in the Product Assurance Management Section, Quality, Dependability and PA Support Division, Product Assurance and Safety Department, Directorate of Technology, Engineering and Quality.
The Section provides functional support to ESA projects and is responsible for the development, implementation and maintenance of product assurance and safety (PA&S) engineering and management programmes. It carries out technological research (R&D) in the fields of PA&S management, techniques, methodologies and tools. It collaborates in standardisation and training activities.

After an initial period of training and familiarisation with the parent Department’s mandate, processes and procedures, you will be assigned as Integrated Support to the Directorate of Navigation and will report to the Head of the Galileo System Product Assurance and Safety Unit for the specific responsibilities and duties outlined hereunder.

For the maintenance of professional standards, for the implementation of ESA’s general Product Assurance and Safety (PA&S) policy and for contributions to corporate tasks (e.g. reviews, standardisation, alerts, lessons learned, etc.), you will report to the Head of the Product Assurance and Safety Department through the Head of the Navigation Product Assurance and Safety Office.
 

Responsibilities

Your main tasks and responsibilities will include:

  • coordinating and supporting the definition of the applicable PA&S requirements;
  • supporting the monitoring and reporting of the suppliers’ PA&S programme execution to ensure compliance with the applicable requirements;
  • contributing to technical boards relative to the execution of the projects’ PA&S programme. This includes but is not limited to: non-conformance reviews, failure investigations, materials, parts and processes reviews, manufacturing and test reviews, and any other project-specific reviews;
  • supporting the establishment and implementation of standards and best practices in the field of PA&S;
  • participating to Agency-level project review PA&S panels as well as project internal reviews;
  • contributing to the dissemination of the results of the activities performed and transfer of technical knowledge and lessons learned across the Agency.
  • participating in periodic meetings with the parent section

Specific duties within the Galileo System Product Assurance activities include:

  • providing PA&S support to the Galileo First Generation System Integration, Verification (SIV) qualification and deployment activities;
  • reviewing test procedures and test reports and supporting test reviews;
  • witnessing test executions and report on the status and the major issues;
  • supporting configuration inspections as needed;
  • contributing to the identification and processing of non-conformances and to the proceedings of the Galileo Non-conformance Review Boards (NRB);
  • ensuring the preparation of design trade-offs, analyses and reports using RAMS (Reliability, Availability, Maintainability and Safety) data to support project decisions;
  • providing PA&S support to Galileo Second Generation activities
  • providing PA&S support to Galileo Security related activities when required;
  • providing PA&S support to Global Navigation Satellite System (GNSS) Evolution activities;
  • monitoring and providing feedback on industrial Contractor activities.
  • supporting the implementation and maintenance of the Navigation Directorate Quality Management System.

Duties may also include supporting other activities within the post holder’s field of competence

Profile

 
Technical competencies

  • Knowledge of Product Assurance, Safety and Quality Management disciplines
  • Experience in the technical domains covered by the position
  • Understanding of related technologies, R&D trends and the industrial landscape
  • Experience in the management and monitoring of industrial activities, including participation in reviews
  • Experience with Space Quality Standards and their preparation and implementation

Education
Master’s degree in engineering or technical sciences is required.

Additional requirements
Solid experience in the technical domains covered by the position.
Experience in configuration management, quality auditing or assessor certification are considered assets.
You must be eligible for security clearance by your national security administration.
