EUMETSAT is evolving towards a “data-centric” approach for the provision of Earth Observation data services to users, based on big data technologies and architectures, including cloud-offered applications and hosted processing services allowing users to process data where it resides.

Within the User Support and Climate Services Division, the Hosted Processing Services Coordinator will engage in the definition, testing and validation of a future hosted processing service offer and ensure the delivery and evolution of the validated service to users, with the support of engineers responsible for the maintenance and evolution of the infrastructure and hybrid cloud management systems.

ABOUT EUMETSAT

EUMETSAT is Europe’s meteorological satellite agency. Its role is to establish and operate meteorological satellites to monitor the weather and climate from space – 24 hours a day, 365 days a year. This information is supplied to the National Meteorological Services of the organisation’s Member and Cooperating States in Europe, as well as other users worldwide.

EUMETSAT also operates several Copernicus missions on behalf of the European Union and provide data services to the Copernicus marine and atmospheric services and their users.

Responsibilities

  • Define a future EUMETSAT offer for hosted processing service, that is compatible with available cloud resources and applicable service policy;
  • Define the preferred Collaborative Processing Environments for several applications of satellite data such as Numerical Weather Prediction, Nowcasting, oceanography etc. with ECMWF, National Meteorological Services and EUMETSAT Satellite Application Facilities (SAFs);
  • Validate the EUMETSAT hosted processing offer based on selected use cases, including coordination of the availability and provisioning of required input datasets;
  • Ensure the delivery and evolution of the validated hosted processing service to users, with the support of engineers responsible for the maintenance and evolution of the underlying infrastructure and hybrid cloud management systems;
  • Coordinate and manage user on-boarding to the hosted processing services, from initial discussions to managing the setup of their required virtual environments and assisting on service issues and identification of suitable EUMETSAT data;
  • Report on system performance, resource usage and needs and on the level of fulfilment of relevant Service Level Agreements based on KPI’s;
  • Review user feedback and lead requirements evolution on the hosted processing service.

Profile

  • Proven experience with cloud native applications and cloud services based on VMWARE, OpenStack, Kubernetes;
  • Proven experience as a stakeholder in a Data/IT-Applications/User environment;
  • In-depth knowledge of Linux and programming experience, preferably in Python;
  • Customer orientation, including ability to translate user requests and needs into service requirements;
  • Knowledge of meteorological or climate applications would be an advantage;
  • Outstanding problem solving skills;
  • Excellent communication and synthesis skills;
  • Excellent interpersonal skills, applied in a multi-disciplinary team.

QUALIFICATIONS:

A University degree (or equivalent) in Computer Science/ Information Systems / Cloud Technology / Software Engineering with strong background in supporting application development preferably in cloud environments.

LANGUAGES:

Candidates must be able to work effectively in English and have some knowledge of French.

EMPLOYMENT CONDITIONS

The initial contract will be of 4 years’ duration, with subsequent 5 year contracts being awarded thereafter, subject to individual performance and organisation requirements. There is no limit to the amount of follow-up contracts a staff member can receive up to the EUMETSAT retirement age of 63 and there are certainly opportunities to establish a long career perspective at EUMETSAT. This post is graded A2/A4 on the EUMETSAT salary scales. The minimum basic salary for this post is EURO 5,797 per month (net of internal tax) which may be negotiable on the basis of skills and experience. The salary scale provides for increments on the anniversary of taking up employment, and scales are reviewed by the EUMETSAT Council with effect from 1 January each year.
