EUMETSAT operates a fleet of ten Earth Observation satellites in Low Earth and geostationary orbits including two Copernicus Sentinel-3 satellites (Sentinel-3A and -3B), and is preparing for the launch of five next generation satellite in the period 2020-2025, beginning with the Copernicus Sentinel-6 A Michael Freilich satellite end of 2020. EUMETSAT also plans to exploit more Copernicus Sentinel satellites after 2025, for monitoring the ocean and CO2 in the atmosphere in support of the Paris Agreement.

Reporting to the Copernicus Sentinel-3 Systems Operations Team Leader, the Copernicus System Operations Engineer coordinates routine operations and supports the evolutions of EUMETSAT’s Copernicus ground segment systems operations preparations for future Copernicus satellite systems to be exploited by EUMETSAT, including Sentinel-3C, -3D and -6B.

ABOUT EUMETSAT

EUMETSAT is Europe’s meteorological satellite agency. Its role is to establish and operate meteorological satellites to monitor the weather and climate from space – 24 hours a day, 365 days a year. This information is supplied to the National Meteorological Services of the organisation’s Member and Cooperating States in Europe, as well as other users worldwide.

EUMETSAT also operates several Copernicus missions on behalf of the European Union and provide data services to the Copernicus marine and atmospheric services and their users.

Responsibilities

  • Coordination of Sentinel-3 system operations and system operations engineering;
  • Operations of the Payload Data Ground Segment (PDGS), the multi-mission elements and the communication networks of the Sentinel-3 ground segment;
  • Coordination of operations of the Sentinel-3 Flight Operations Segment (FOS) with the flight operations teams;
  • Coordination of Sentinel-3 ground segment operations with external entities, e.g. ESA and CNES, including management of interfaces;
  • Implement arrangements and coordinate with the EUMETSAT teams providing expert engineering support for ground segment maintenance, based on Service Level Agreements;
  • Support the monitoring of the Sentinel-3 end-to-end services and associated reporting;
  • Participate in anomaly analyses, engineering change requests, and investigations relating to system operations;
  • Coordination and execution of system level operations preparations for the Sentinel-3C and Sentinel-3D Satellites;
  • Contribution to the definition of system operations concepts for future Copernicus satellite systems to be exploited by EUMETSAT for ocean and CO2 monitoring;
  • Support the Copernicus Operations Team Leader in management and coordination activities and replace him/her in case of absence.

Profile

  • Proven experience in developing, testing and/or operating real-time space or ground segment systems;
  • Experience of real-time ground segment systems monitoring;
  • Thorough understanding of geographically distributed systems operations, including networking, distributed applications, and interactions with external operations entities;
  • Knowledge of Earth Observation data processing systems;
  • Experience of project / technical management;
  • Excellent interpersonal and communication skills, with a proven ability to apply these to interactions within a team and between internal teams and external entities;
  • Some experience on projects with international cooperation would be an advantage.

QUALIFICATIONS:

University degree or equivalent in an engineering or scientifically relevant discipline, e.g.  Mathematics, Physics, Remote Sensing, Telecommunications, Software or System Engineering.

LANGUAGES:

The official languages of EUMETSAT are English and French. Candidates must be able to work effectively in English and have some knowledge of French.

EMPLOYMENT CONDITIONS

The initial contract will be of 4 years’ duration, with subsequent 5 year contracts being awarded thereafter, subject to individual performance and organisation requirements. There is no limit to the amount of follow-up contracts a staff member can receive up to the EUMETSAT retirement age of 63 and there are certainly opportunities to establish a long career perspective at EUMETSAT. This post is graded A2/A4 on the EUMETSAT salary scales. The minimum basic salary for this post is EURO 5,797 per month (net of internal tax) which may be negotiable on the basis of skills and experience. The salary scale provides for increments on the anniversary of taking up employment, and scales are reviewed by the EUMETSAT Council with effect from 1 January each year.
